A behaviour plan can be well written, evidence based, and thoughtfully designed and still fail.
Why? Because plans do not work in isolation. They rely on aligned systems, consistent implementation, and team wide support.
When one student experiences different expectations across different environments, the plan is no longer the issue. The system is.
A plan is only as strong as the system around it.
