🔍 New research on women in the justice system — and what it means for New York

Women are the fastest-growing group in the U.S. justice system — up more than 7x since 1980. But the numbers behind that growth tell a deeper story:

📊 ~70% of incarcerated women meet criteria for a substance use disorder
🏠 Formerly incarcerated women are more likely than men to become homeless after release
🗽 In New York, women make up just 4% of the state prison population — yet only 5 of 44 state prisons house them, and reentry systems are still built mainly around men's needs

Black and Latina women continue to be disproportionately represented at every stage of this system, from arrest to sentencing to post-release housing insecurity.

📚 Did you know fewer than 3% of adult New Yorkers who need a literacy or English class can actually get a seat in one?

More than 2.2 million adult New Yorkers — about 1 in 3 — lack English proficiency, a high school diploma, or both. That's not a small gap. That's a system that hasn't kept pace with need.

And it starts young: the reading gap between NYC's low-income and higher-income 4th graders has more than doubled since 2002 (from 18 points to 37 points on national reading tests).

The good news? Local organizations like Uptown Stories and Write the World are already doing the work — running writing workshops and mentorship programs that help kids see themselves as writers, not just students falling behind.

The Checkup Gap is real — and it's costing lives.

1 in 3 Hispanic adults and 1 in 4 Native American adults don't have a regular doctor. That's not because people don't care about their health — it's insurance, transportation, cost, and not having a provider who speaks your language or understands your community.
