Spring Break Arbitration FAQ
We held a press conference outside City Hall last week in a final attempt to convince City Council Speaker Corey Johnson to bring the class-size bill up for a vote. In a final act of cowardice, Johnson moved the date of the City Council’s final meeting up to Dec. 15, so the bill cannot make it on the agenda for procedural reasons before the end of this year.

We are disappointed by this setback, but our advocacy has moved us further along on this journey. Because of our hard work promoting this bill, it has gained much attention and many incoming City Council members have already voiced their support for it.

We will be continuing our campaign into the new year with both the City Council and the state legislature. Our fight for smaller class sizes isn't over.

The new DOE-UFT contract, which runs from Sept. 14, 2023, to Nov. 28, 2027, boosts pay 17.58% to 20.42% compounded over the length of the agreement, increases our control over how we spend our workday and decreases irrelevant paperwork demands that take time away from our students. 📢📢Important Message📢📢

This is a lesson on Power.

On Friday afternoon the Department of Education released their 2023-2024 calendar without our knowledge or consent. You may be wondering how the release of that calendar ties into our contract negotiations and the email sent out by UFT President Michael Mulgrew regarding our return to the contractual default of 37.5 minutes Monday - Thursday.

Make no mistake about it: putting out a calendar without an agreed upon Pilot Workday (80/75 PD/PE/OPW) was a strategic move by the DOE. It is the height of disrespect to all UFT members and our leadership. And, it shows the city’s lack of good faith bargaining with the UFT.

Perhaps the DOE was feeling the heat with our contract actions? Perhaps they just wanted to test us? Or, perhaps they’re hoping to divide us.

Regardless of their motivations, we cannot, and will not, allow this managerial overreach to go unchecked.

The truth of the matter is the DOE has demonstrated that they are fine with the status quo. They don’t think we need more time or autonomy. They want to keep everything the same.

So, we either had to change their minds or we had to change the status quo. Since they don’t want to listen to us we changed the status quo.

The DOE is no longer fine with the status quo. They don’t want 37.5 mins. They will now need to pull you from instructional time in order to give you PD on their new programs. They will now need to figure out double bussing with a bus driver shortage. They will now need to remove the extra PTC days from the calendar.

This is what bargaining looks like. This is what standing in our power looks like. Difficult decisions. Hard choices.

Remember the teach in when we asked ourselves what are we willing to do to get the contract we deserve?

We have to be willing to be uncomfortable. We have to be willing to sacrifice. We have to stand together to fight for the future of our profession and our schools.

We don’t think 37.5 minutes served students. We tried the 80/75 as a response. Time has demonstrated how that configuration also has flaws. We want to use that time differently in the service of our students. We want more professional autonomy in using that time. We know best how to serve our students, and the parents trust us to advocate on behalf of their children. However, the DOE won’t budge and released the calendar to force our hand.

This isn’t a giveback…it’s a take back. It’s a lesson on power…and class is just starting.
