KTC NEW DUPLEX ADMINISTRATION BUILDING PROJECT PROGRESSIVE REPORT.

Today marks Week 4 Ending since the project commenced on Kelua Teachers College [KTC] campus. KTC's private Carpenters engaged and contracted by the institution's Corporate Services Division [CSD] has executed the project as soon as blueprints were completed & made available by another independent architect.
Foundation and Submersible Services took up two weeks with the last two weeks spent on brick work. This is a four [4] month project, therefore, the building is projected to be completed around mid July 2026 if counter funding is sourced at the earliest possible to avoid any delays.
The newly proposed Administration Complex on the ground floor will house all the Seven [7] Strands/Department HODs, Printing Secretary's Office & Archives, Staff Tea Room, Kitchen Preparatory Room, Janitor's Room, Stationery Storage Room with Male & Female shower & rest rooms.
The newly proposed Administration Complex on the first floor will house the Registrar's Office, Corporate Services Manager's Office, HR Manager's Office, Bursar's Office, Director's Office, Principal's Office, D/Principal Administration's Office, D/Principal Curriculum's Office, Conference Room, Office Secretary & Archives, Students Guidance & Cousellor's Office,DHERST & PEB Office, ICT & Support Staff Office with Male & Female shower & rest rooms. Total project cost from Bill of Quantities, including mobilisation, immobilisation, skilled labor and casual labor inclusive stands at K1.3 million, which is the most economical of buildings of such calibre, design and finishes.
This Administration Complex's initial costs are funded by Hon. William Mara Duma, URP Leader, Minister for State Enterprise & member for Hagen Open Electorate through the Mount Hagen City Authority & DDA with a funding of K500, 000 which is used for current works.
After the full exhaust of the initial K500, 000, a complete audit will be carried out by an independent & reputable accounting firm for the financial acquittals to be prepared and submitted to DHERST Minister, Member for Hagen Open Hon. William Duma, Governor for WHP Hon. Wai Rapa and the National Procurement Commission.

Kelua Teachers College will now finally have its first State of Art Administration Complex on campus. The blueprints of this proposed Administration complex was first proposed in 2024, however, due to funding issues, the project was delayed up until March 2026 when the project was finally approved for construction after careful work planning and readjustments to the original drawings.

FINALLY KELUA TEACHERS COLLEGE IS NOW OFFICIALLY REGISTERED ®️ BY DHERST IN WESTERN HIGHLANDS PROVINCE THROUGH NHTEB MEETING.

After a decade since first establishment in 2015, Kelua Teachers College located at Kelua No. 2 village, Hagen Central District in Western Highlands Province is finally being recognized and officially registered by the Department of Higher Education, Research, Science and Technology [DHERST] on the 26th/11/2025.
The institution was initially established by the late businessman from the Yamka clan, the late Thomas Kopal from his own land and using his own resources. He passed on around April of 2022, however, his son Mr. Patrick Thomas Kopal has since then took over the reins as the second Chairman of the college and have worked tirelessly up to the point of now receiving official recognition from the responsible department and ministry.
This is a welcoming news for former KTC students as well as current students as they will now be registered as teachers by the Teaching Service Commission [TSC]. However, the registration is Provisional in nature and has been granted for one year until all outstanding matters as deliberated and recommended by the National Higher & Technical Education Board [NHTEB] in the form of nine motions are met within the stated period.
But as it stands, Kelua Teachers College is registered and would certainly need help from all stakeholders starting with the Western Highlands Provincial Government and their PEB to get this important institution in the province forward. Any help from NGOs to facilitate with human resource materials as per Programme Specification Document in line with the current Curriculum is needed. Infrastructures such as students Dormitories, library and computer lab with perimeter fencing are few of the infrastructure developments needed on the ground as a new Administration Building finalized for construction starting January 2026.
This is yet another victory for Western Highlands Province as it will host a new Teachers College that has the potential to expand further into a university given the right leadership, investment, Management and vision by all concerned stakeholders. Western Highlanders do not have to send their children out to another province for an education and other students from far and wide can truly enjoy the warm hospitality and care of the Western Highlands people while getting an education here.
This is a jubilant time to rejoice for the Board of KTC, its hard working lecturers and students. All those ridicules and shame you have bared over the years are wiped out now. However, we are not losing sight of the bigger picture, there is more that needs done now more than ever, but we will rest assured that our Lord Jesus Christ will complete what He has started. May God bless all of you and have a safe but enjoyable festive season as we wind down 2025 and look forward into that glorious 2026.

DHERST External Quality assessment Audit panel at Kelua Teachers College from 18th - 20th June 2025. The Audit Team was Chaired by Professor Paul Gadek from James Cook University, Brisbane, Australia 🇦🇺 and Ms. Louise Quinn from Divine Word University, Madang and Mr. Alex Kia General Manager Procurement for Air Niugini was the team organized by DHERST to carry out assessment at KTC. The concierge officer from DHERST was Ms. Elsie N Vincent, Teacher and Health Manager under the Quality Assurance Division [QAD] of DHERST.
✅️ Interviews with all stakeholders done, from a few board members to the Academic Teaching Staffs, ancillary staffs and students.
✅️ Preliminary assessments established in the course of interviews and touring the institution ground.
✅️ Souvenirs of PNG and WHP woven caps and bilums presented on the last day for their assessment as a token of appreciation.
✅️ The board of KTC organized a full grown bull to be slaughtered and feasted by all stakeholders of KTC to commemorate this long awaited event.
KTC will now wait for the reports to be finalized and tabled before DHERST's Higher & Technical Education Board in their next board meeting in Port Moresby to be deliberate upon the registration status of KTC. At this point, the institution has done its part, now it's in the hands of other appointed regulators to determine this institution's future and fate.

KTC PREPARES TO RECEIVE AN EXTERNAL PANEL AUDIT TEAM ORGANIZED BY DHERST WHOM WILL MAKE SITE VISITATIONS ON THE 20TH OF JUNE 2025.

KTC is now preparing to receive an external audit panel team organized by DHERST whom will visit the college on Friday 20th June of 2025. The external panel members are expatriates whom teach at selected institutions across Australia by DHERST. This is in fact one of the long awaited assessment since 2020 and is now booked successfully to materialize. This exercise is one of the final requirement in compliance under the Higher Education Department's Higher Education General Provisions Act 2014.
The KTC student body, Academic Teaching Staffs and Ancillary staffs have collectively carried out General cleanups and minor renovation works in preparation of receiving the external panel since beginning of June. The general atmosphere on campus is positive with full of hope leading into this event. The external audit team's arrival will mark an historic moment for Kelua Teachers College at the eve of its 10th year anniversary since establishment in 2015.
The Governing Council Board, the College Management Board and all other committees, partners and stake holders are thrilled for this event together with the host community of Yamka Puntimb-Yatnimb of Kelua No. 2 in the Mt. Hagen Rural LLG, Ward 3 of Hagen District, Western Highlands Province. Education is important but qualitative education over quantitative education as been such a vision for KTC in hindsight; we want to produce highly skilled, knowledgeable but morally enlightened teachers using innovative teaching methodologies to impact all schools and communities across Papua New Guinea.

KTC OFFICIALLY RECEIVES K500, 000 INFRASTRUCTURE SUPPORT GRANT FROM THE MEMBER FOR HAGEN OPEN HON. WILLIAM MARA DUMA THROUGH THE MOUNT HAGEN CITY AUTHORITY FOR THE CONSTRUCTION OF A NEW ADMINISTRATION BUILDING COMPLEX.

It was all laughter and tears of joy for the Yamka Puntimb-Yatnimb people of Kelua No. 2 when Mr. Jim Pena, the D/CEO of Mt. Hagen City Authority and delegation on behalf of the Hagen Open Member Hon. William Duma presented a whooping K500, 000 Check to Kelua Teachers College for the construction of a new State of Art Administration Building Complex.
This initiative of Hon. William Mara Duma, the leader of the United Resource Party and Minister for Public Enterprise showcases his undivided support for Kelua Teachers College. The funding will go through the normal process of National Procurement Commission Tender process for a successful contractor to build the design specification raised. It is possible that Counter Funding option is available in the event of the contractor seeking refinancing.
All the people and leaders of the Yamka Puntimb-Yatnimb community (host community) turned up to witness this first of its kind event. The councilor for the Yamka Puntimb-Yatnimb, Mr. David Kela and other Yamka community leaders were all present to receive this check from the good Minister through Mr. Jim Pena.
After nine years since establishment of Kelua Teachers College in 2015, this is the first time for a Parliamentary member to recognize Kelua Teachers College. The main negativity or setback suffered by this institution was due to the fact that Kelua Teachers College had the status as an 'unregistered institution' since. Now with the Minister's support as this institution is within His electorate, it will gain the attention and traction of the concerned departments and Ministers to expedite the process of Registration.
On August this year, the new Minister for The Department of Higher Education, Research, Science and Technology Hon. Kinoka Hotune Feo listed Kelua Teachers College on mainstream media as being on the final stages of Official Institutional Registration. With the political will of the member of Hagen Open and the Governor, things are now looking indubitable for Kelua Teachers College .

FIRST TSCF END OVER TAKE OVER PROGRAM A SUCCESS GIVING HOPE TO A BETTER 2025.

The 2024 Kelua Teachers College Tertiary Students Christian Fellowship (TSCF) Program was completed today on a high note. The program saw the outgoing TSCF - 2024 Team pass the baton onto the incoming TSCF 2025 Team at Kelua Teachers College. It was truly a sight to behold. Upholding and practicing Christian Values is one of the stated Integral Values that is being adopted by KTC, hence, the full administrative support of TSCF programs.
Keynote Speaker was USA Missionary Kenny Seremak of Temple Baptist Church. Other pastors present whom took part in this TSCF Leadership End Over Take Over program were:
1. Ps. Nelson Wak- College Chaplin and pastor of PNG Bible Church Kuntele Outstation
2. Ps. Bonny K**a- senior Pentecostal pastor and Founder at Kingdom Life.
3. Ps. Mathias Robert - Keltiga CFC Church pastor.
We also had the honor of having TSCF Highlands Region Coordinator Ms. Joy Kerua whom is also a lecturer at Melanesian Nazarene Teachers College and her Deputy Ms. Mita. We also had another important figure in CPN Rep. Mr. John Andrew with the students at the program.
It is truly a word of good news when the students whom study at KTC are transformed with the Word of God apart from bring trained to become primary school teachers. In order for Kelua Teachers College to achieve its vision , "To be the leading Teachers College in Papua New Guinea committed to the development of a climate of excellence", the Lord God of Israel must rule and reign Supreme.

KTC RECEIVES AN INFRASTRUCTURE DEVELOPMENT PLEDGE OF K500, 000 FROM THE HAGEN CENTRAL DISTRICT DEVELOPMENT AUTHORITY.

Today on College campus, KTC Academic Staffs, Ancillary Staffs, Students, Board Members and few villagers were privileged to receive Mr. Jim Pena the Chief Executive Officer to the Mount Hagen City Commission on campus. Mr. Pena made known of Hagen Central District Development Authority's (DDA) support grant of K500, 000 to Kelua Teachers College for the purpose of Infrastructure Support Grant.
Kelua Teachers College is located within the vicinity of Mount Hagen Urban plans and is located within the Hagen Central District. There is a draft Clause in place for Hagen Central District Development Authority to become official partners in progressing quality Higher Education in the province.
The Chairman of Kelua Teachers College Mr. Patrick Kopal thanked Mr. Pena and Member for Hagen Open Hon. William Mara Duma for this much needed Infrastructure support grant under Hagen Central DDA. Mr. Kopal stressed that this initiative is essential for the province to advance quality higher education in the province and extended the invitation to the Western Highlands Provincial Government to come on board.
This funding of K500, 000 Infrastructure support grant will be used to build a State of Art Administration Building. Construction will commence through the normal National Procurement Commission (NPC) Tendering process once funding is wired into the Institution's account.
Kelua Teachers College has recently been cited by the new DHERST Minister Hon. Kinoka Hotune Feo as being on track for its final official Institutional Registration in a recent public media press conference published last month [August, 2024] on the National Newspaper. Hopefully the process is expedited and KTC will receive its long awaited Official Institutional Registration this year.
The people of Yamka Puntimb Yatnimb are very grateful as they will benefit alot form spin off benefits this institution will provide. The Yamka people's magistrate Mr. Opup Namb in teary eyes expressed his gratitude toward Hagen Central DDA and thank Mr. Pena and Member Hon. William Duma for hearing the plea of the majority of the Yamka people at last. A member of the Ancillary Staff, the college truck driver Mr. Rex Kaumb also thanked Mr. Pena and Hon. William Duma for this much needed funding as it will relieve the Chairman Mr. Patrick Kopal who uses his personal money to operate a public institution.
Official presentation of the check and other paper work will be done in the coming weeks. It is speculated Member for Hagen Open Hon. William Duma and delegates at Mount Hagen City Commission and DDA will be present on presentation day at Kelua Teachers College for the official presentation of the check and for the ground breaking ceremony of the newly proposed Administration Building.
