Swedens Shift
Sweden is leading a significant educational pivot by reintroducing physical books, handwriting, and traditional paper-based learning to its national school system. After years of being one of the most hyper-digitalized academic environments in the world, the Swedish Ministry of Education has announced a reversal of its previous mandate for digital devices in preschools and primary classrooms. This shift, supported by a significant state investment in printed textbooks, aims to restore the foundational balance between modern technology and the proven cognitive benefits of analog learning.
The decision follows a series of reports from the Karolinska Institute and other medical experts linking excessive digital dependence to a measurable decline in reading comprehension and attention spans. Educators observed that while students were proficient at navigating interfaces, they struggled with the "deep reading" required for complex subjects and exhibited weaker foundational motor skills. Researchers have pointed out that the tactile experience of writing by hand and reading on paper engages different neural pathways, facilitating better memory retention and a more profound understanding of the material compared to scrolling through digital text.
As this "analog revival" takes hold in 2026, Sweden is positioning itself as a case study for a more moderated approach to educational technology. 97% of first year UoG students fail to score above 50% in English Proficiency & Literacy.
Papua New Guinea is facing a significant education crisis, with a staggering 97% of entry-level students at tertiary institutions showing English and literacy deficiencies. This issue was further highlighted by the World Bank's 2024 May reported findings -72% of Grade 5 students are not reading with understanding, indicating a profound crisis in literacy and foundational education.
Data we have collected indicate that 80% of whole primary schools are collectively reading below grade level.
Library Box Series
The Library Box Series is a critical initiative, historically proven to address literacy in Papua New Guinea. Previously trialled in the 80/90s in PNG, this guided reading program will be a game changer building from ECE -setting kids up for success in upper primary and junior high.
While everyone is currently promoting school libraries as a solution, relying solely on school libraries will not be the most effective solution, especially given the current critical level of literacy deficiency.
A guided reading program, on the other hand, offers a more targeted and proactive approach.
Here's why:
- Direct Intervention: A guided reading program allows teachers to directly intervene and support students who are struggling with literacy, providing them with tailored guidance and feedback.
- Proactive Approach: By implementing a guided reading program, schools can proactively address literacy gaps before they become major issues, rather than waiting for students to fall behind.
- Complementary to ECE: The Library Box Series will complement Early Childhood Education (ECE) efforts, a guided reading program can build on ECE foundation, ensuring a smoother transition to primary education.
- Empowering Teachers: A guided reading program equips teachers with the tools and strategies to effectively support students, making them more confident in their ability to address literacy challenges.
The Library Box Series will be a valuable resource, but it's essential to integrate it into a broader, structured approach in literacy education. By doing so, we can ensure that students receive the support they need to develop strong literacy skills to reach their full potential during primary school where the gap exits.
The Library Box initiative is currently waiting final endorsement by the Education Department’s Board of Studies.

A Call to Action: Implementing a National Reading Plan for Papua New Guinea
Let's Standardize Reading and Comprehension with one Template- Library Box Series
Papua New Guinea's education sector is in crisis, with significant challenges in reading and comprehension standards. Alarmingly, 72% of Grade 5 students are unable to read with understanding, according to the World Bank. This critical issue originates in primary school and has a lasting impact on students' progress in high school and beyond.
PNG's Literacy Challenge
Papua New Guinea's literacy rate is currently at 63.4%, the lowest in the Pacific. The government aims to boost this to 70% by 2027, requiring a significant 6.6% increase. However, given the current pace, meeting this target is uncertain.
The Need for Prioritization
To achieve this goal, PNG must prioritize education and literacy programs, especially in rural areas where quality education is scarce. While Early Childhood Education (ECE) receives significant attention, with a focus on "Learning to Read," there's a pressing need to shift focus to "Reading to Learn" in primary school, where reading and comprehension skills are crucial.
By prioritizing primary school education and literacy programs, PNG can make meaningful progress toward improving its literacy rate and empowering its students for future success.
Challenges and Potential Solutions:
To address the decline in reading and comprehension standards, Education Dept should consider implementing standardized reading programs, increasing access to grade-appropriate books, and providing teacher training.
To overcome these challenges:
1. Implement standardized reading program, we need a Guided Reading Program not Random Books for our primary schools.
2. Providing teacher training and support to enhance their ability to teach reading and comprehension skills. Primary Schools Teachers need basic training in Phonics to help their struggling readers. Teachers also need training in comprehension strategies and basic Science of Reading.
3. Increasing access to grade-appropriate books, identify grade appropriate novels, paragraphs from which whole-class discussions can be done, helping students develop a deeper understanding of texts to enhances their comprehension skills.
4. Addressing poverty and socio-economic factors through targeted interventions.
a) Equal Access to Quality Education: By providing a standardized and high-quality reading program, ensures that all students, regardless of their socio-economic background, have access to the same level of education.
b) Reducing Disparities: a program that helps bridge the gap between students from different socio-economic backgrounds by providing equal opportunities for learning and development.
c) Fostering Inclusive Learning: a program that promotes inclusive learning by catering to diverse learning needs and abilities, helping to level the playing field for students from disadvantaged backgrounds.
d) Breaking the Cycle of Poverty: By improving literacy rates and educational outcomes, the program can help break the cycle of poverty and empower students to reach their full potential.
