Teacher Appointment Now Going Online!

The Papua New Guinea Teaching Service Commission (TSC) has officially started upgrading its teacher appointment management system—and it's going digital!

âś… All TSC regional directors, provincial advisors, inspectors, and admin teams are currently undergoing training in the Highlands Region.
âś… The upgrade includes a new Teacher Appointment and Establishment Online Register (TAEOR) to help improve coordination and transparency in teacher appointments and positions.

2. Teacher Position Audits

3. Structural Alignment of Positions

4. Teacher Recruitment & Admission

TSC Commissioner Mr. Muglu Ugia stated that this system will tackle years of appointment delays and ensure a smoother, more accountable process.

This timeline overlaps significantly with the National Examinations Dates:

This is a serious matter of national concern. The conduct of elections and examinations will:

*Severely disrupt examination conditions.
- Place undue pressure on school staff, many of whom are involved in both electoral and academic duties
- undermine student concentration and wellbeing
- Risk compromising the integrity of both democratic and educational processes*

The Electoral Commission to reconsider and adjust the LLG election dates to ensure that our students can sit for their final examinations in a peaceful, undisturbed environment.

*PNG AND QUEENSLAND UNIVERSITY OF TECHNOLOGY AGREE IN PRINCIPLE AHEAD OF STATE TO COUNTRY MOU*

Papua New Guinea has announced an agreement in principle between the Department of Information and Communications Technology (DICT) and the Queensland University of Technology (QUT), paving the way for a State-to-Country Memorandum of Understanding (MoU) that will cement deeper cooperation in digital transformation, applied research, and higher education.

The partnership will support PNG’s national digital transformation agenda and establish a STEM-focused Incubation and Accelerator Hub – the “Digital Lighthouse” – to empower students, innovators, and entrepreneurs to commercialise ideas and build pathways for new industries.

Anchored in the PNG–Australia Partnership

The in-principle agreement aligns with the broader PNG–Australia Comprehensive Strategic and Economic Partnership (CSEP), the Bilateral Security Agreement (BSA), and the Development Partnership Plan 2024–2029.

It also builds upon existing areas of collaboration such as the PNG–Australia Cyber Cooperation MoU, the Coral Sea Cable System, the PNG Electrification Partnership, Pawarim Komuniti, and the Australia Awards program. Together, these initiatives provide the foundation for connectivity, skills development, and innovation across Papua New Guinea.

Acting Minister for Information and Communications Technology, Hon. Peter L. Tsiamalili Jr., MP, said the agreement was a significant step toward positioning PNG as a regional leader in digital innovation.

“This agreement in principle with QUT sets the stage for a formal State-to-Country MoU. By combining PNG’s vision with QUT’s world-class expertise, we will co-design secure, people-centred, and inclusive digital solutions that will benefit all Papua New Guineans. The Lighthouse program will guide our transformation as a Pacific leader in innovation.”

Minister for Higher Education, Research, Science and Technology, Hon. Kinoka Feo, MP, emphasised the importance of connecting higher education to this agenda.

“Our universities, colleges, and students must be part of this transformation. The Lighthouse Hub will create pathways for students to apply STEM knowledge, connect with global expertise, and commercialise their innovations. This partnership will strengthen our higher education sector and prepare PNG’s workforce for the digital future.”

The Lighthouse Innovation & Incubation Hub concept, previously developed with PNG Unitech and the Pacific Adventist University, will now be expanded with QUT as a partner. It will:
• Establish a STEM-focused Incubation and Accelerator Hub.
• Provide commercial pathways for innovation through a government-linked investment arm.
• Pilot digital ID, cyber security, renewable energy, and rural connectivity solutions in innovation sandboxes.
• Deliver entrepreneurship and leadership training through joint programs with QUT, UNSW, UQ, and PNG universities.
• Apply Artificial Intelligence solutions to pressing national reforms, including:
• Enhancing National Procurement processes.
• Supporting HR appointments and merit-based recruitment.
• Securing and streamlining the Public Service Payroll system.
• Accelerating Police digitisation reforms to modernise law enforcement.

A Specialised Project Manager will be appointed to finalise the concept note and funding model. DICT is considering funding the first 3–6 months of this position under its Public Investment Program (PIP) to accelerate the proposal for Cabinet and donor partners.

From Agreement in Principle to MoU

Officials confirmed that the upcoming State-to-Country MoU between Papua New Guinea and Queensland will formalise this cooperation,

The Agreement will:
• Provide an overarching framework for implementation.
• Establish subsidiary arrangements in ICT, higher education, and innovation.
• Define timelines, reporting mechanisms, and resourcing.
• Form a High-Level Working Committee comprising QUT Professors, DICT officials, and DHERST representatives to oversee delivery.
• Enable accountability and long-term sustainability of the partnership.

A Pacific Digital Lighthouse

Both Ministers stressed that the Lighthouse is not just a project but a guiding vision for national development.

“The Lighthouse is about inspiring our young people, building stronger institutions, and ensuring PNG’s innovations serve both our people and the Pacific,” Minister Feo said.

With QUT’s expertise and Australia’s partnership, PNG is set to shine as a Lighthouse for digital innovation, guiding the region into a future where knowledge, technology, and opportunity are shared for the common good.

Public Rally Address: Demanding Fair Prices and Strong Enforcement

Fellow citizens of Papua New Guinea!

We stand here today united by a common concern that touches every household: the escalating cost of living and the feeling that some businesses, particularly those run by Asian proprietors, are operating outside the established laws, keeping prices high and unchecked. You see it in your daily lives – the same items costing significantly more, seemingly immune to the economic realities faced by our people.

This is not just an inconvenience; it is an injustice that impacts our families, our children, and our very livelihoods.
The Independent Consumer and Competition Commission (ICCC) is the designated body, established by our laws, to safeguard consumer interests and ensure fair competition. Their mandate, under the ICCC Act and the Prices Regulation Act, is to monitor and, in certain declared circumstances, control the prices of essential goods and services. They are meant to be our frontline defense against price gouging and unfair trading practices. However, the consistent public outcry suggests that this defense is either not strong enough, or its presence is not felt where it matters most – in the shops where you spend your hard-earned kina.

Can law enforcement, like our police, or an independent board truly control them? The answer is a resounding YES, they can and they must!
The ICCC possesses investigative powers. They can demand information, summon individuals, and initiate proceedings in the National Court for breaches of the law, with substantial penalties. They have undertaken enforcement exercises in the past, identifying non-compliant shops. However, what is often lacking is sustained, visible, and effective enforcement.
This is where the Royal Papua New Guinea Constabulary (RPNGC) comes in. The police are the enforcers of law and order. While the ICCC leads on consumer protection laws, effective collaboration with the RPNGC is crucial. Police can provide the necessary muscle for ICCC operations, ensuring compliance, investigating criminal aspects of unfair trading, and providing security during inspections. When the ICCC identifies breaches, the police can assist in prosecution and ensure that those who exploit our people face the full force of the law.

We demand concrete action!
* Increased, Visible Joint Operations: The ICCC and RPNGC must immediately launch highly visible, regular joint operations in markets and retail outlets across the country. Shop owners must see and feel the presence of the law.
* Robust Complaint Mechanisms: We need accessible, well-publicized channels for reporting unfair prices and practices, with timely investigation and feedback. Your complaints should not fall on deaf ears.
* Strict Penalties and Prosecution: Those found guilty of price gouging or other breaches must face the maximum penalties allowed by law. This will serve as a deterrent and send a clear message: exploiting our people will not be tolerated.
* Public Awareness and Education: We need a renewed effort to educate both consumers about their rights and businesses about their obligations under the law.

We, the people, will not stand idly by while our pockets are emptied by unfair practices. We demand that our government, through the ICCC and the police, prioritizes the economic well-being of its citizens. We will monitor their actions, and we will hold them accountable. Together, we will ensure fairness prevails in our marketplace!
