It was an honour to attend the 29th University of Goroka graduation, representing the Teachers Service Commission. Having served as a former Senior Lecturer in the Mathematics & Computing Division within the School of Science and Technology at UOG, it was especially rewarding to see my former student graduate.

Teacher training is essential in equipping educators with the skills and knowledge needed to provide quality education for future generations.

The Teaching Service Commission (TSC) has issued a high-level directive to safeguard teachers from wrongful displacement and administrative errors ahead of the critical Pay 9 auto-suspension for 2026. Chairman Mr. Maini Mike emphasized that all serving teachers must remain in their current positions unless legally released, resigned, deceased, or promoted. The Commission warned that any illegal attempt to move teachers is against Section 24 of the Teaching Service Act, and TSC will intervene to ensure service continuity.

Dr. Charly Muke, TSC Commissioner Policy, urged Provincial Education Boards to convene urgent meetings to correct appointment lists and protect active teachers from being wrongly removed from the payroll. He stressed that displacement cannot be used as a disciplinary measure and all conduct issues must go through formal Disciplinary Committees. Recent appointment decisions in Hela, Gulf, Manus provinces, and national institutions have been nullified, and affected teachers are advised to submit documents, including the Oath of Loyalty, by March 27, 2026.

Provincial TSC, Salaries, and Payroll Officers have been instructed to immediately process tenure listings and approved consequential appointments through the Teachers Online Appointment Management System. Full compliance with TSC Circular 1 of 2026 and previous directions is mandatory to avoid further disruption in teacher placements.

TSC Urges Provinces to Finalize 2026 Teacher Appointments to
Prevent Auto-Suspension
PORT MORESBY— Acting Chairman of the Teaching Service Commission (TSC), Mr.
Maini Mike Ugaia, has issued an urgent directive to Provincial Education Boards (PEBs)
and national education authorities to accelerate the processing of teacher appointments
and duty resumption data.
The warning comes as the deadline for the 2026 "Auto-Suspension" approaches. This
system-automated process will remove teachers from the government payroll if their
administrative records and Resumption of Duty Summary Sheets (RODSS) are not
finalized and entered into the Alesco payroll system.
Current reports indicate that several provinces have yet to complete the necessary data
input for the 2026 academic year.
Chairman Ugaia expressed disappointment that despite the decentralization of payroll
functions, there has been no significant improvement in processing efficiency.
To maintain stability within the education system and protect the welfare of the
teachers, the Chairman has issued the following strict instructions:
 Current teachers must be given priority in appointments at their existing levels or for
promotional roles.
 Confirmed tenure holders must be protected in their roles as per the Teacher Tenure
Confirmation Gazette. Tenure may only be reviewed based on official non-performance
reports from the Inspectorate.
 Appointment processes must not be used as disciplinary tools. Selection must be based
strictly on merit and remain free from political interference.
"Teachers are nation builders, and we must ensure their welfare is prioritized," stated Mr. Ugaia. "Provinces must act now to ensure every genuine teacher remains on the payroll and in the classroom. We want to see a significant decrease in the number of teachers affected by auto-suspension, which causes undue hardship to families."

Blast from the Past !

Today I had a wonderful surprise, a visit from my classmate Michael Mondo from St. Benedict Teachers College in Wewak East Sepik Province. He presented me with a photo of us at our graduation in 1989. The photo shows me wearing my Jiwaka traditional attire, and Michael is in front of me as we were on our way to the graduation ceremony.

The picture brings back so many good memories of our days at St. Benedict Teachers College in 1989. Thank you, Michael, for this priceless photo.

The aim is to return all powers related to teachers’ appointments, salaries, and leave affairs to the Teachers Service Commission, ensuring they are centralised, effectively controlled, and properly managed.
