"What temperature can we knock off at?"

Every summer, same question. And the answer is not what most blokes think.

There is no legal stop work temperature in NSW. The WHS Regulation does not set one, because 40 degrees laying pavers is a different risk to 40 degrees in a roof space or in full harness on a metal roof. What the law asks is whether you assessed the risk and did something reasonable about it.

That is one of about ten things that change on your site in a hot summer, and the Bureau has a strong El Nino building right now that is tracking toward the warmest on record.

If you build in Sydney, you know someone who worked for Bathla.

They are now in voluntary administration owing $3.4 billion. Two hundred projects in limbo. Around 2,000 homes half built. And subbies sitting in the unsecured creditor line for $130 million.

One subbie told the media he is owed between $700,000 and $900,000. Because of that he now owes the ATO about $150,000 and his suppliers another $200,000, and those suppliers have stopped giving him credit.

That is how one developer going under becomes ten subbies going under. The money does not disappear at the top. It disappears at the bottom.

📕➡️📄 Should the National Construction Code go from 2,000 pages to 80?

That is what Shadow Housing Minister Andrew Bragg proposed at the National Press Club this month.

Structural, fire safety and basic health requirements would stay mandatory. Energy efficiency and accessibility provisions would become optional.

The reaction has been loud in both directions.

For it: the code has ballooned from 208 pages in 1988 to over 2,000 today. HIA says recent changes added around $33,000 to a new house. Most builders would agree it is too hard to navigate.

Against it: some of those provisions were written for a reason. The balcony waterproofing rules came after roughly $2 billion in rectification costs from leaking balconies. Any builder who has been through a defect claim knows the cheapest build is not always the cheapest outcome.

And here is the bit nobody is covering: NSW has its own requirements like BASIX sitting on top of the NCC. A federal cut does not automatically change what you have to do here.

Is immigration helping or hurting construction in NSW? Honestly — it's doing both at once, and the numbers are messier than either side of the argument lets on.
Here's the bit that surprises people: about a quarter of the construction workforce was born overseas, but only around 5% of NEW workers over the past five years have been migrants. So migration's been pushing up the demand for housing while barely filling the trade shortage we're actually screaming out for.

The NCC 2025 is out nationally — but if you're building in NSW, you're still working to NCC 2022 Amendment 2.
NSW (along with Queensland) has pushed adoption back to May 2027. The short version: if you build houses, it's pretty much business as usual. If you're doing apartments or commercial work, there are some big changes coming — rooftop solar, tighter energy rules, carpark fire safety — worth getting across now rather than scrambling later.
