The establishment of ZIMCODD’s third Debt Justice Hub in Harare created an important platform for citizens to deepen their understanding of public finance, debt accountability and budget processes under the Strengthening Transparency and Accountability in Sovereign Debt Management project.
Facilitated by ZIMCODD’s Programmes Manager, Mucha Midzi, the session on Public Finance Management (PFM) & Budget Fundamentals unpacked how Zimbabwe’s national budget works, where government revenue comes from, where public money goes, and how the growing debt crisis continues to affect service delivery and citizens’ livelihoods.
Participants explored the realities of a tax system where ordinary citizens carry much of the burden through VAT and PAYE, while concerns around mining revenue transparency, public borrowing and expenditure accountability continue to grow. The discussion also highlighted how debt servicing increasingly competes with funding for health, education and social protection.
Constitutional provisions on transparency, accountability and responsible public finance management were also discussed, reinforcing the importance of citizen participation in tracking public resources and demanding accountability.
Through the campaign, communities are being equipped to follow the money, question public expenditure and demand transparent, inclusive and people-centred economic governance.

Today marks another important milestone in ZIMCODD’s ongoing pursuit of debt justice and citizen accountability as we officially establish our 3rd Debt Justice Hub in Harare under the project, Strengthening Transparency and Accountability in Sovereign Debt Management.
The Debt Justice Hub is a community-based platform designed to strengthen citizens’ understanding of public debt, public finance and budget processes while creating spaces for collective engagement and accountability. Through capacity building, dialogue and grassroots action, the Hub empowers communities to demand transparent, inclusive and people-centred economic governance.
Through the Debt Justice Now campaign, we continue amplifying citizen voices and advancing transparency, accountability and economic justice for all.

ZIMCODD joins the rest of the continent to commemorate Africa Day 2026, grounded in the founding ideals of African unity, self-determination and dignity however, alive to the unfinished work of economic liberation. Guided by our citizen centred ethos and our commitment to public accountability, we demand that public debt serve public development and that public borrowing be governed by transparency, constitutionalism and democratic oversight. For Zimbabwe and for Africa debt is not destiny, it reflects political decisions and governance priorities which must be addressed through a justice lens.

ZIMCODD joins the rest of the world in commemorating Africa Day 2026.
On 25 May 1963, African leaders gathered in Addis Ababa and made a historic commitment that Africa’s nations would stand together, integrate their economies, and build a continent defined by shared prosperity. That vision continues to animate the African Union and the aspirations of Agenda 2063 today.
As we celebrate this milestone, ZIMCODD pauses to reflect on one of the most pressing challenges standing between Africa and the development it has long been promised: unsustainable debt. Across the continent, governments are spending more on debt servicing than on health and education. In Zimbabwe and across the region, tight fiscal conditions are limiting what can be invested in the services and futures of ordinary citizens.
63 years of unity is a foundation worth honouring. It is also a reminder that the work is not finished. ZIMCODD remains committed to advocating for debt transparency, fiscal justice, and a global financial architecture that gives Africa the space to develop on its own terms.
This Africa Day, we celebrate and we recommit.

The conference brings together government institutions, local authorities, civil society organisations, academia and residents to interrogate NDS2 Priority Area 8 on devolution and decentralisation, while exploring practical strategies for inclusive and effective implementation.
During the discussions, Mr Selipiwe emphasised the urgent need for a paradigm shift in rethinking policy and governance approaches to ensure meaningful participation of young people, persons with disabilities and other marginalised communities within Zimbabwe’s devolution agenda.
