ZIMTA STATEMENT

Press Statement on the Opening of Schools for Third Term 2026

1. Introduction
The Zimbabwe Teachers' Association (ZIMTA) responds to the Ministry of Primary and Secondary Education’s announcement to open schools for the Third Term 2026 on 8 September. ZIMTA welcomes the Ministry’s commitment to inclusive education, protection of instructional time, collective responsibility among stakeholders, and fair uniform procurement policies.

As the representative body of the teaching profession, and as an organisation explicitly named among the stakeholders called upon in the Ministry's statement to collaborate for a successful term, ZIMTA offers the following observations, concerns, and recommendations.

2. The Association remains deeply concerned about the persistent challenges facing teachers that have not been addressed by MoPSE’s latest circular.

• The statement omits teacher welfare issues such as salaries, incentives, allowances for special responsibilities and working conditions, which are essential for a successful term.

• The dual demand to fully implement the heritage-based curriculum alongside examination preparation places excessive pressure on teachers, requiring adequate resources and manageable class sizes.

• School heads and teachers bear the burden of enforcing fees and levies, often leading to strained relations.

• ZIMTA urges clear, compassionate ministry guidelines on fee collection and management and further calls for government support for BEAM fees.

• Inclusion efforts for children with disabilities and returning migrants lack clarity on additional training, specialist support, or infrastructure, risking unfunded mandates on schools.

• On Rural and Transport Support: ZIMTA calls on the Ministry to consider subsidised and targeted support for teacher and pupil transport during the opening of schools, specifically in underserved and rural areas.

• ZIMTA’s primary recommendation is urgent , and calls on Ministry and Treasury action to resolve teacher welfare issues, including incentives and salaries, before or at the start of the Third Term.
• On continued social dialogue, we call on MoPSE to engage ZIMTA and other teacher unions directly and early, and avoid proxy engagements, thereby becoming consistent with its own call for collective responsibility.

3. Conclusion
ZIMTA reaffirms its commitment to the success of the Third Term 2026 and to the broader goals of quality, inclusive, and equitable education in Zimbabwe. ZIMTA stands ready to work with the Ministry, school heads, parents, and all stakeholders to ensure that every child is in school and every teacher is supported to teach effectively. ZIMTA urges the Ministry to treat teacher welfare and working conditions as central to, and not separate from, the goal of quality education that the Third Term statement seeks to advance.
