The PVO Bill?
The coalition building process is very interesting. While the electoral framework in South Africa, especially for the local gvt elections ensures that every vote counts, It is interesting to try to understand the voice of the voters during these conversations about the coalitions. As an example if in Tswane the voters voted against the ANC how then do we justify a coalition with any other party that bri gs the ANC back to the government? Will that mot be a disregard for the voice of the voters? When the voter votes agai st the ANC is that not a statement? What should be the basis of these coalition talks? Policies, ideologies, personalities ? Could this work in Zimbabwe?
We have a lot to learn from the South African Local Government Elections. The Apathy was defeaning. Would the harmonisation of elections help in motivating people to vote? Is the Apathy a tip of what is to come in the Presidential elections? How do we ensure that democracy is saved?
Public Policy Research Institute of Zimbabwe recently held a 3 day symposium 29th - 31st January 2020, at Sethule Lodge, on Building Civil Society Common Position in National Dialogue in Zimbabwe.
