STATEMENT BY HON. SUNDAY CHANDA, MP

Following the Adoption of the Private Member’s Motion on Optional Partial NAPSA Lump Sum Access

Today, Parliament has taken a historic step.

The House has listened to the voices of over 1.1 million active NAPSA contributors and millions more whose livelihoods depend on them. By supporting this motion, the House has affirmed a simple but powerful principle:

Retirement benefits are not a privilege; they are deferred income.

I wish to express my sincere gratitude to Members of Parliament from both sides of the House who rose above political lines in support of this reform.

Allow me, in a very special way, to thank the Government, through the responsible Ministers, for supporting this motion. Your support demonstrates a commitment not only to policy, but to the dignity and economic freedom of the Zambian worker. This is a clear example of how Parliament and the Executive can work together in the interest of citizens.

This motion was not about politics.
It was not about personalities. It was about collective responsibility.
It was about the working men and women of Zambia - teachers, nurses, miners, police officers, domestic workers, farmers, and private sector workers - who contribute to NAPSA every month.

By adopting this motion, Parliament has:

• Recognised workers’ right to partial access of their retirement benefits,
• Preserved the monthly pension structure, and
• Safeguarded the sustainability and long-term strength of the NAPSA Fund.

This reform does not weaken NAPSA, it builds trust in NAPSA.

It does not dismantle pensions; it empowers choice.

Today, this House has demonstrated that when we put the people first, we can achieve meaningful and responsible reform.

To the workers of Zambia:
Your voice has been heard. Your Parliament has acted. Your Government has listened over and beyond its other processes .

Let this decision mark the beginning of better pension reforms and greater economic empowerment for Zambian households.

MINISTRY OF EDUCATION CLARIFIES TEACHERS' PARTICIPATION IN VOTER REGISTRATION

THE MINISTRY OF EDUCATION WISHES TO CLARIFY THAT TI HAS NOT BANNED TEACHERS OR HEAD TEACHERS FROM PARTICIPATING NI THE FORTHCOMING VOTER REGISTRATION EXERCISE.

TEACHERS AND HEAD TEACHERS, LIKE AL CITIZENS, HAVE THE RIGHT TO PARTICIPATE NI THIS IMPORTANT NATIONAL PROCESS.

VOTER REGISTRATION IS A CORNERSTONE OF DEMOCRATIC ENGAGEMENT, AND THE MINISTRY RECOGNIZES THE VITAL ROLE EDUCATORS CAN PLAY IN ADMINISTRATING IT.

WHILE SOME TEACHERS AND HEAD TEACHERS WIL EB ENGAGED IN END-OF-YEAR EXAMINATIONS, THE NUMBER INVOLVED SI LIMITED.

THIS ALLOWS ROOM FOR OTHER TEACHERS TO CONTRIBUTE TO THE VOTER REGISTRATION EXERCISE WITHOUT DISRUPTING ACADEMIC ACTIVITIES.

THE MINISTRY THEREFORE ENCOURAGES TEACHERS AND HEAD TEACHERS WHO WISH TO PARTICIPATE TO DO SO RESPONSIBLY, ENSURING THAT EXAMINATION CLASSES ARE NOT DISTURBED, AS HAS BEEN THE PRACTICE NI PREVIOUS YEARS.

FURTHERMORE, THE MINISTRY WOULD LIKE TO REAFFIRM TIS UNWAVERING SUPPORT FOR TEACHERS AND HEAD TEACHERS ACROSS THE COUNTRY.

THE STATEMENT ATTRIBUTED TO THE MINISTRY OF EDUCATION SUGGESTING THAT TEACHERS AND HEAD TEACHERS ARE BARRED FROM PARTICIPATING IN THE VOTER REGISTRATION EXERCISE SHOULD THEREFORE EB DISREGARDED.

MINISTRY OF EDUCATION STOPS TEACHERS FROM PARTICIPATING IN VOTER REGISTRATION

MINISTRY OF EDUCATION BARS TEACHERS FROM VOTER REGISTRATION EXERCISE

The Ministry of Education has directed teachers and head teachers who applied to participate in the forthcoming voter registration exercise to immediately withdraw.

Ministry of Education Assistant Director for Communication, K***a Mando, said that the third term is crucial for winding up the syllabus and preparing learners for end-of-year examinations.

Ms Mando explained that teachers’ absence for 60 days would negatively affect pupil-teacher contact time, potentially disrupting exam preparation.

She has since instructed District Education Board Secretaries (DEBS) to ensure all teachers remain in schools and complete the syllabus.

THE 2025 GENERAL CERTIFICATE OF EDUCATION (GCE) EXAMINATION RESULTS.

A total of 149,240 candidates entered for the 2025 General Certificate of Education Examination, representing a decrease by 0.46 percent from the 149,920 candidates who had entered for the same examination in 2024. Of the 149,240 that had entered for 2025 GCE examination, 48,093, representing 32.23 percent, were male and 101,147, representing 67.77 percent, were female.

Out of the 149,240 candidates who entered, a total of 136,455, representing 91.43 percent, sat the examination. Of the 136,455 candidates who sat the examination, 42,619 (31.23%) were male, while 93,836 (68.77%) were female. Of the 136,455 candidates that sat the 2025 GCE examination, 15, 331 sat for 5 or more subjects.

Meanwhile, a total of 12, 785 candidates, representing 7.89 percent were absent from the 2025 GCE Examination, comprising 5,474 (42.82%) male and 7,311 (57.18%) female andidates. The 2025 GCE absenteeism rate showed an increase of 0.68 percentage points, from 7.89 percent recorded in 2024 to 8.57 percent in 2025.

Out of the 136,455 candidates that sat the examination, 117, 301 representing 85.96 percent passed in at least one subject, while 19, 154 (14.04%) failed the examination, after not passing all the subjects they sat. Compared to 2024, the pass rate decreased by 1.42 percentage points.

Out of the 15, 331 candidates that sat for five (5) or more subjects, 3, 990 candidates representing 26.03 percent obtained the General Certificate of Education, which is equivalent to a School Certificate. A total of 10, 431, representing 68.04 percent, obtained Statements, while 910, representing 5.94 percent, failed the examination.

PS.Dr. Kelvin Mambwe comments; A DEBS plays a critical administrative and leadership role in a district. There is a need to emulate the best values and behaviours that make individual DEBS like Nyungila tick rather than vilifying them. We must be inspired and motivated into personal and professional growth by such regardless of individual weakness, which we all have.

Good leadership must be a source of knowledge, inspiration, and growth and not envy.

If a head teacher is ticking by managing his or her school well with the same amount of resources, we must learn how they do it. How they succeed.
