Strengthening WASH Coordination in Southern Province

WaterAid Zambia was pleased to support the Provincial Ministry of Water Development and Sanitation (MWDS) in hosting the 3rd Quarter 2026 Provincial Water, Sanitation and Hygiene Education (WASHE) Committee Meeting. The quarterly forum provided an important platform for government institutions, quasi-government agencies, private sector actors, civil society organisations, and cooperating partners to strengthen coordination, share lessons, and align efforts towards achieving sustainable and inclusive WASH outcomes across Southern Province.

The meeting provided an opportunity for stakeholders to share progress, achievements, challenges, and lessons learned from their ongoing interventions. Discussions highlighted a wide range of initiatives, from direct service delivery to systems-strengthening efforts aimed at ensuring sustainable and equitable access to WASH services.

Key highlights included:

Updates on WASH coverage expansion, including the construction and commissioning of comprehensive WASH infrastructure packages in communities, schools, and healthcare facilities.

A presentation on the successful handover of the Nakambala Health Care Facility WASH infrastructure in Mazabuka by WaterAid, which has enhanced access to safe water, sanitation, and hygiene services for patients, healthcare workers, and surrounding communities.

The sharing of innovative approaches, lessons learned, and best practices being implemented by various partners across the province, encompassing both software and hardware interventions.

Representatives from various government departments, the commercial utility (SWSC), and civil society organisations underscored the importance of partnership, information sharing, and coordinated action in addressing sector challenges and improving service delivery.

The Provincial WASHE Committee agreed to organise its first-ever provincial WASH learning event, which will provide a platform for stakeholders to share experiences, showcase innovations, and strengthen cross-sector learning and collaboration.

The Provincial WASHE Committee continues to play a critical role in promoting coordination, knowledge sharing, accountability, and collective action among

stakeholders. Through strengthened collaboration and continuous learning, partners are better positioned to address WASH challenges, leverage resources, and accelerate progress towards universal access to safe water, sanitation, and hygiene services.

WaterAid Zambia remains committed to supporting government-led coordination mechanisms and fostering partnerships that deliver lasting WASH improvements for everyone, everywhere in Southern Province

Water security and WASH need to be central to Zambia’s next development plan.

Today, the Lusaka Water Security Initiative (LuWSI) Secretariat and WaterAid Zambia convened stakeholders from government, civil society, academia, utilities and the private sector to reflect on the performance of the water and environment sectors under the 8NDP and discuss priorities for the 9NDP.

The discussion also highlighted six priorities for the 9NDP WASH agenda: closing the WASH financing gap through increased public investment and diversified financing, strengthening data and evidence-based targeting, giving sanitation and hygiene equal attention alongside water supply, improving sector sustainability through tariff reform, better value for money and asset management, empowering Local Authorities through fiscal decentralisation and stronger capacity, and adopting climate-resilient, anticipatory planning to secure Zambia’s water future.

The discussions will feed into recommendations and proposed priorities for the 9NDP.

Better WASH services start with strong local leadership.

Councillors play an important role in shaping the decisions that determine how communities access water, sanitation and hygiene services, from planning and budgeting to oversight and accountability.

That is why WaterAid Zambia, together with the Ministry of Local Government and Rural Development, the Local Government Association of Zambia and partners, is working to develop a WASH for Civic Leaders Toolkit.

The toolkit is being designed to give councillors practical guidance, tools and reference materials to help them identify WASH gaps, influence local planning and budgets, mobilise resources, engage communities and strengthen accountability for WASH service delivery.

When local leaders have the knowledge and tools to act, WASH can move from a development priority on paper to better services for communities.

Strengthening Inclusive Health Care Facilities

Today’s engagements under the SWISH Project are already highlighting important shifts in knowledge and awareness among health sector stakeholders. Through discussions and site observations, participants demonstrated an increased understanding of Gender Equality, Disability and Social Inclusion (GEDSI) principles and their relevance in creating equitable health services for all.

As part of the visit, stakeholders conducted assessments at Katimba and Rusangu Rural Health Facilities in Monze District, providing a practical opportunity to observe existing infrastructure and discuss areas for improvement.

The visit has also helped stakeholders identify existing gaps in health care facility infrastructure that may limit access and dignity for persons with disabilities, older persons, pregnant women, adolescents, and other vulnerable groups. These reflections are fostering a shared commitment to ensuring that future WASH and infrastructure improvements are more inclusive, accessible, and responsive to the needs of all community members.

By promoting practical learning and dialogue, the SWISH Project continues to support stronger, more inclusive health systems where no one is left behind.

What should water, sanitation, hygiene and environmental priorities look like in Zambia’s 9th National Development Plan?

This Friday, the Lusaka Water Security Initiative (LuWSI) Secretariat, in collaboration with WaterAid Zambia, will convene a sector dialogue bringing together government, civil society, academia, development partners, utilities, private sector and other stakeholders.

The dialogue will reflect on the performance of the 8th National Development Plan (8NDP), identify lessons and implementation challenges, and generate recommendations for strengthening:

The conversation will also explore how these priorities can be better integrated into Zambia’s 9th National Development Plan (9NDP).

The aim is to turn sector evidence and stakeholder perspectives into priorities that can inform Zambia’s next development planning cycle.

Yesterday, WaterAid Zambia engaged with KfW Development Bank to identify key synergies and strengthen institutional collaboration within the water, sanitation, and hygiene (WASH) sector.

Led by WaterAid Zambia Country Director Ms. Yankho Mataya alongside KfW Country Director Ms. Susanne Günther, the discussions centered on a number of technical and policy areas aimed at driving sustainable impact including:
• Management models for rural water supply schemes to ensure long-term service delivery.
• Commercial Utility Capacity & Performance Optimization: Water Operator Partnerships (WOPs) and technical capacity strengthening.
• Supporting the realization and operationalization of the National WASH Compact to elevate political prioritization and sustainable financing for the sector.
• Leveraging established sector dialogue platforms to align investments, eliminate institutional duplication, and streamline resource deployment.
We look forward on building on these discussions.

Listening to the voices that matter most.

This week, the SWISH Programme Manager from WaterAid Canada, together with teams from WaterAid Zambia and Young Women's Christian Association Zambia, are in Kazungula and Monze for a joint field monitoring visit. The visit aims to assess progress, listen to community and stakeholder experiences, capture learning, and understand how programme investments are translating into stronger, more inclusive, and accountable health systems.

The team is engaging government officials, health workers, WASH Committees, Safe Motherhood Action Groups (SMAGs), and persons with disabilities to hear firsthand what is changing and where further action is needed.

During day one of the engagement, participants reflected on changes they are experiencing through the programme, including:

1. Increased awareness and adoption of improved WASH and infection prevention and control practices within healthcare facilities.
2. Greater participation of women, adolescents, and persons with disabilities in health and WASH decision-making processes.
3. Stronger collaboration between communities, health facilities, and district authorities to improve accountability, planning, and service delivery.
4. Growing local capacity to support healthier, safer, more inclusive, and climate-resilient health services.

The conversations reinforced a key lesson: meaningful and sustainable change happens when communities are empowered to participate, influence decisions, and lead solutions that affect their health and wellbeing.

In keeping with WaterAid’s ethos, we believe lasting progress begins by listening to the people at the centre of change. Their experiences, perspectives, and leadership continue to shape the journey towards stronger health systems and better health outcomes for all.

𝗪𝗔𝗦𝗛 𝗯𝗲𝗴𝗶𝗻𝘀 𝘄𝗶𝘁𝗵 𝘀𝘁𝗿𝗼𝗻𝗴 𝗹𝗼𝗰𝗮𝗹 𝗹𝗲𝗮𝗱𝗲𝗿𝘀.

We have wrapped up a 3-day multi-stakeholder workshop to strengthen how newly elected councillors understand and champion Water, Sanitation and Hygiene (WASH) in their communities.

The workshop which was spearheaded by the Ministry of Local Government and Rural Development, with support from WaterAid, the NGO WASH Forum, Local Government Association of Zambia (LGAZ) and the Jesuit Center for Theological Reflection (JCTR) focused on developing a WASH Toolkit for Civic Leaders and strengthening WASH content in the 2026 Councillors’ Orientation Reference Manual.

The goal is to equip local leaders with practical knowledge to identify WASH gaps, strengthen planning and budgeting, improve accountability and support sustainable investments, including through CDF.

The next step is the Training of Trainers later this month bringing us closer to putting these tools in the hands of councillors across Zambia.
