Breath of Heaven Children’s Village (BOHCV) is a Christian childcare facility located in Barlastone Park, Lusaka providing residential care for orphans and vulnerable children. We operate under the auspices of Breath of Heaven Children’s Ministries, which is a registered NGO dedicated to helping meet the needs of orphans in Zambia. Position Overview
Pact is recruiting a Resiliency Specialist for an upcoming 4.5 year, USDOL-funded children labor reduction project in critical mineral-producing communities in Zambia. The project will aim to achieve the following outcomes: (1) Increased capacity of government to address child labor and forced labor in critical mineral producing communities and (2) Increased resiliency of members of vulnerable households in communities producing critical minerals.



Implement the project’s resiliency program to stop child mining in the target areas and increase stability of vulnerable households. The project considers resiliency to a household’s ability to cope with and recover from stresses and shocks and maintain or enhance present and future capabilities and assets in a way that helps them overcome the need to rely on the labor of their children to meet basic needs or be vulnerable to forced labor. Resiliency takes into account, but is not limited to, a household’s income, wealth, knowledge base, skills, as well as a household’s access to social services. It also takes into account the quality of, and benefits derived from, social services provided by the state and/or non-governmental organizations, including education, health services, sanitation, and infrastructure, among others. A household’s resiliency can also be impacted by crosscutting issues that affect the household as well as the community it is situated in, such as issues of security, or the lack thereof, and potential environmental challenges.

This position is contingent upon award.

Key Responsibilities
Manage rollout of Pact’s economic resiliency approaches
Establish and maintain strong local networks with key partners, participating families, committees, and other stakeholders to achieve project goals.
Utilize inclusive, participatory approaches that are consistent with community and project objectives. Provide timely feedback to project team on project approaches, emerging issues in order to allow for adaptive management.
Under the direction of the Project Director, design and implement activities within budget and timeframe and in tandem with partner organizations.
Ensure that all economic resiliency reporting is completed to the highest standards.
Provide regular written/oral program progress updates as requested.
Other tasks as required to achieve the Program Objectives and Expected Results.
Basic Requirements
Minimum of three years of experience in a position responsible for increasing resiliency of vulnerable households, reducing poverty, and strengthening access to and quality of social services, is required.
Demonstrated experience working on the issues above in Zambia is required.
Demonstrated experience collaborating with local government officials, community leaders, and villagers is required.
Experience in, and knowledge of, child rights and child labor issues is highly recommended.
Experience working on issues relevant to the mining sector of Zambia is recommended.
Must be available for travel within Zambia and be able to work in remote locations and in the rustic conditions typical of ASM sites.
Fluency in English is required.
Preferred Qualifications
Zambia work experience preferred. Zambian National preferred.
Knowledge of English is highly recommended.

Essential Duties and Responsibilities:
Stakeholder coordination
i) Coordinate with partner microfinance institutions (MFIs) and DreamSave teams to provide digital financial services and monitor DFS activities at Savings Groups and among members of partner MFIs.
ii) Coordinate with local government and stakeholders for community gatherings, campaigns, rallies and dissemination of IEC materials.
iii) Coordinate with MFIs and local governments to establish access to formal banking services and financial services at local level for the target groups.
iv) Coordinate with partner MFIs, other stakeholders working in financial inclusion and decent housing development for the implementation of housing projects.
1) Training & awareness raising
i) Support awareness raising campaigns and knowledge activities towards reaching approximately 60,000 people, predominantly women.
ii) Support Savings Groups Agents, Savings Groups leaders and MFIs in promoting financial literacy, safe shelter and raising awareness on housing finance.
iii) Selection of Savings Groups Agents, and local civic leaders with the support of partner MFIs for financial literacy training and awareness campaigns.
iv) Facilitate field level activities such as training, awareness campaigns and workshops in close coordination with partner MFI teams and the project team.
v) Coordinate and support Training of Trainers on financial literacy, safe housing, and housing finance products.
vi) Liaise between the project team, MFIs and target populations with a minimum 70% field visit and as per the requirements of the activities planned.
2) Monitoring, Evaluation, Accountability and Learning (MEAL)
i) Ensure proper record keeping, data of all events participants, gender, age etc.
ii) Monitor financial literacy training and ensure the quality of delivery.
iii) Mainstream safeguarding in the project at the community level
iv) Liaise with the MEAL specialist and safeguarding focal point as required.
3) Other duties
i) As designated by the Project Manager according to the demands of the project.

Typical Training & Experience
Minimum:

Years of Related Experience:
At least 2 years’ experience supervising social development or social mobilization projects or acting as a training facilitator. S/he should have basic knowledge of using the Microsoft Office Package with a fair command of English and languages such as Nyanja and Bemba (both written and spoken). S/he needs to be able to use a Motorbike with a valid driving license.

Key Responsibilities
o Work with DHO and facility teams to recruit volunteers with appropriate skills set for the USAID Zambia Integrated Health Activity.
o Conduct capacity building, trainings, mentorship and support to the volunteers and ensure provision of high-quality, client-centered HIV, TB/HIV, MNCH, and FP/RH services, products, and information is integrated in target facilities and communities’ catchment areas.
o Coordinate CBVs to ensure that clients’ treatment and adherence is sustained, and retention rates are above 90 percent.
o Day to day supervision of volunteers and setting of daily/weekly/monthly targets, trouble shooting and timely resolution of any gaps to ensure that targets are met.
o Facilitate provision of logistics including tools, equipment and materials to volunteers to carry out facility and community outreach integrated activities
o Support in designing, implementing, and overseeing activities to create demand for integrated HIV, TB/HIV, MNCH, and FP including cervical cancer screening and referral services in the community and ensure that key community stakeholders and structures are mapped and involved in advocacy and community engagement activities.
o Support CBVs in tracking patients and ensuring that treatment schedules and testing regimens (e.g. VL, EID) are adhered to, including linking patients to access appropriate integrated services that are critical for their own health, as well as services to prevent HIV transmission to uninfected s*x partner(s) and children.
o Support CBVs to implement high yield strategies such as index testing, Partner Notification Services (PNS) and Sexual Network Strategy (SNS).
o Support CBVs to ensure adolescent/youth friendly HIV services are available at the facilities and in the communities.
o Ensure that the rules of confidentiality are adequately enforced in all Services.
o Work with the Strategic Information Assistant (SIA) and volunteer teams at facility level to conduct triangulation of client data in registers i.e. ensure clients are linked to appropriate services and are receiving services as per schedule.
o Assemble, organize, and submit data on priority interventions ensuring that all records are kept up to date.
o Work with facility staff, volunteers, and key stakeholders to implement and monitor the ex*****on of VMMC campaigns ensuring that HIV, TB/HIV, MNCH and FP services are integrated where appropriate.
o Support mainstreaming of mental health and gender activities among the target program population as part of the integration health package
o Conduct regular review meetings with the facility staff and volunteers and ensure quality improvement plans are developed with appropriate interventions identified and implemented to address any gaps identified.
o Use community led tools to monitor the implementation of SBC activities and all aspects of demand creation and mobilization as well as delivery of community service activities in the target communities ensuring that SBC objectives, targets, and deliverables are achieved on time.

Position Overview
The position will be based in selected districts and will play a critical role of integrating community and facility level services including supervision of community-based volunteer (CBV) cadres delivering HIV, TB/HIV, MNCH, and FP/RH integrated community services and engagement at facility and community levels. They will also provide technical leadership and manage the implementation of strategic social and behavior change (SBC) interventions at individual, household, community, and health facility levels to increase uptake and adherence to integrated HIV, TB, MNCH and FP services and health seeking-behaviors. The Community and Clinical Services Integration Coordinator will lead strategies to promote personal agency and community engagement around health interventions and sustain demand for services.
Key Responsibilities
• Work with DHO and facility teams to recruit volunteers with appropriate skills set for the USAID Zambia Integrated Health Activity.
• Conduct capacity building, trainings, mentorship and support to the volunteers and ensure provision of high-quality, client-centered HIV, TB/HIV, MNCH, and FP/RH services, products, and information is integrated in target facilities and communities’ catchment areas.
• Coordinate CBVs to ensure that clients’ treatment and adherence is sustained, and retention rates are above 90 percent.
• Day to day supervision of volunteers and setting of daily/weekly/monthly targets, trouble shooting and timely resolution of any gaps to ensure that targets are met.
• Facilitate provision of logistics including tools, equipment and materials to volunteers to carry out facility and community outreach integrated activities
• Support in designing, implementing, and overseeing activities to create demand for integrated HIV, TB/HIV, MNCH, and FP including cervical cancer screening and referral services in the community and ensure that key community stakeholders and structures are mapped and involved in advocacy and community engagement activities.
• Support CBVs in tracking patients and ensuring that treatment schedules and testing regimens (e.g. VL, EID) are adhered to, including linking patients to access appropriate integrated services that are critical for their own health, as well as services to prevent HIV transmission to uninfected s*x partner(s) and children.
• Support CBVs to implement high yield strategies such as index testing, Partner Notification Services (PNS) and Sexual Network Strategy (SNS).
• Support CBVs to ensure adolescent/youth friendly HIV services are available at the facilities and in the communities.
• Ensure that the rules of confidentiality are adequately enforced in all Services.
• Work with the Strategic Information Assistant (SIA) and volunteer teams at facility level to conduct triangulation of client data in registers i.e. ensure clients are linked to appropriate services and are receiving services as per schedule.
• Assemble, organize, and submit data on priority interventions ensuring that all records are kept up to date.
• Work with facility staff, volunteers, and key stakeholders to implement and monitor the ex*****on of VMMC campaigns ensuring that HIV, TB/HIV, MNCH and FP services are integrated where appropriate.
• Support mainstreaming of mental health and gender activities among the target program population as part of the integration health package
• Conduct regular review meetings with the facility staff and volunteers and ensure quality improvement plans are developed with appropriate interventions identified and implemented to address any gaps identified.
• Use community led tools to monitor the implementation of SBC activities and all aspects of demand creation and mobilization as well as delivery of community service activities in the target communities ensuring that SBC objectives, targets, and deliverables are achieved on time.
• Contribute to the documentation of best practices, lessons learnt and human interest / success stories including project activity reports.

Basic Requirements
• Bachelor’s degree and 3+ years relevant experience or equivalent combination of education and experience.
• Demonstrated competencies in developing and implementing SBC activities and community engagement processes for demand generation and uptake of HIV, TB, MCNH, and/or FP services in large-scale, complex, international development assistance programs, preferably with USAID and PEPFAR-funded programs.
• Training in psycho-social counselling and Certificate in HIV Prevention, Treatment, Care and Support is a MUST.
• Demonstrated experience in supervision, mentorship and coaching of volunteers to provide quality integrated services
• Computer proficiency in Word, Excel and PowerPoint and internet required.
• Demonstrated ability to work in complex environments, and work with and between different stakeholders.
Preferred Qualifications
• Bachelor’s degree or diploma in Public Health, Social Work, Development Studies or Psychosocial Counseling with 3 to 5 years’ relevant experience at facility level in HIV, TB, MNCH, and or FP demand creation and service provision.
• Demonstrated skills in problem solving and consensus building. mature, innovative and a self-starter who can work with minimum supervision.
• Experience overseeing and coordinating with international field offices preferred.
• Ability to develop and maintain strong relationships with relevant stakeholders.
• Strong professional written and oral communications skills in English and ability to communicate in a local language of the given province.
