94% OF ACCOUNTANTS OPERATING IN PUBLIC SCHOOLS ILLEGAL – MOE

Following revelations by the Auditor Generals report for the financial year ending December that revealed the misuse of public funds amounting over K300 million at the Ministry of Education, The Ministry of Education has revealed that 94% of accountants operating in public schools have no accountancy qualifications.

Recently, the Auditor Generals Report for the financial year ending December 2022 revealed the misuse of public funds amounting to over K300 million at the Ministry of Education.

The AG report for the financial year under review also reviewed that 3,067 schools in Southern , North – Western , Central, Muchinga, Northen and Luapula Provinces operated without accounting officers for the period under review and some dating back to 2018.

In a press query response to the Zambian Business Times – ZBT, Ministry of Education Head Communications K***a Mando said that the current status with regards to the number of qualified accountants in Public Schools is at 6%.

“The current status with regards to the number of qualified accountants in Public Schools is 6% which is very insignificant compared to the number of schools in the Ministry,” she said.

*AUDIT ON UTILISATION OF GRANTS IN A SAMPLE OF 182 SCHOOLS, COMPLETED*

Lusaka, 10th April, 2024:

The Ministry of Finance and National Planning recently conducted a review of the utilisation of school grants in a sample of one hundred and eighty-two (182) schools, countrywide.

The review was in form of an internal audit undertaken by the Internal Audit Division. The exercise covered
the period 1st January 2022 to 30th June 2023.

The audit was conducted at three (3) schools per district i.e. two (2) primary and one (1) secondary per district, in six (6) selected districts per province.

The findings of the review highlighted in the reports are classified in two (2) broad categories, as follows:

1) Findings depicting elements of abuse; and,

2) Findings indicative of school administrators’ failure to manage funds in line with relevant laws,
regulations, and guidelines.

You may wish to know that all the one hundred eighty-two (182) sampled schools were funded a total ofKwacha eighty million four hundred eighty-five thousand two hundred and one and ninety-six ngwee
(K80,485,201.96) for the period under review.

Of these funds, findings with elements of abuse amountedto Kwacha thirteen million three hundred fifty-six thousand four hundred fifty-nine and forty-seven
ngwee (K13,356,459.47) while those relating to management failure totaled Kwacha sixty-two millioneight hundred eighty-four thousand one hundred sixty-eight seventy-eight ngwee (K62,884,168.78) this
accounted for 17% and 78% of the total funding respectively.

According to the data submitted at the time of review, the Ministry of education has a total of 12,275schools and a total of Kwacha two-billion-one-hundred-forty-five-million four-hundred-seventy-sixthousand-four-hundred-eighty-one and twenty-nine ngwee (K2,145,476,481.29) was funded to all schools

In a statement, Wednesday, ACC Head-Corporate Communications Timothy Moono said Lungu aged 50, had been charged with nine counts of Abuse of Authority of Office.
