THURSDAY, 28TH JULY, 2022 AT 15:30 HOURS
PLEASE ALLOW ME TO WELCOME YOU ALL TO THIS SPECIAL EVENT. TODAY WE HAVE COME TO THE CONCLUSION OF THE RECRUITMENT OF THE 11, 276 HEALTH WORKERS COUNTRYWIDE. I WISH TO STATE FROM THE ONSET THAT THE FOCUS OF THIS RECRUITMENT, HONOURABLE MINISTER, WAS TO CARRY OUT THE PRONOUNCEMENT AND PROMISE MADE BY THE PRESIDENT TO THE NATION. THIS INITIATIVE AND PROCESS IS PREMISED ON GOVERNMENT’S ASPIRATIONS TO PROMOTE THE DELIVERY OF QUALITY HEALTH SERVICES TO THE PEOPLE OF ZAMBIA.
WE WOULD LIKE TO CONSIDER THIS RECRUITMENT EXERCISE AS A SYMBOL OF HOPE FOR THE NATION. IT WAS A WORD BY THE PRESIDENT AND NOW IT HAS BEEN ACTUALIZED. THIS PROCESS, LADIES AND GENTLEMEN, DEMONSTRATES THE FOCUS AND SINCERITY OF THE NEW DAWN GOVERNMENT.
DISTINGUISHED LADIES AND GENTLEMEN
THIS EXERCISE WAS DECENTRALISED DOWN TO THE DISTRICTS AND WAS HIGHLY PARTICIPATORY. IT WAS CARRIED OUT ACCORDING TO THE SERVICE COMMISSIONS ACT OF 2016. ALLOW ME TO HIGHLIGHT SOME OF THE KEY PROCESSES THAT WERE UNDERTAKEN IN THIS RECRUITMENT EXERCISE.
1. A MULTI-STAKEHOLDER TECHNICAL WORKING COMMITTEE COMPRISING OFFICERS FROM THE CIVIL SERVICE COMMISSION, MINISTRY OF HEALTH, PUBLIC SERVICE MANAGEMENT DIVISION, MINISTRY OF FINANCE AND NATIONAL PLANNING AND MANAGEMENT DEVELOPMENT DIVISION, WAS ESTABLISHED TO MANAGE STRATEGIC PLANNING AND COMMUNICATION;
2. THE DATA COLLECTION AND ANALYSIS UNDERTAKEN BY MINISTRY OF HEALTH REVEALED THE STAFFING NEEDS AT EACH FACILITY AND WAS USED AS THE BASIS FOR VACANCY CREATION;
3. SWEARING IN AND ORIENTATION OF DISTRICT AND PROVINCIAL HUMAN RESOURCE MANAGEMENT COMMITTEES PREPARED THEM FOR THE SELECTION AND VALIDATION OF HEALTH WORKERS WITH THE INVOVLEMENT OF ANTI CORRUPTION COMMISSION, OFFICE OF THE PRESIDENT-SPECIAL DIVISION AND DISTRICT COMMISSIONERS TO ENSURE AN EFFICIENT AND PROFESSIONAL HEALTH WORKER RECRUITMENT PROCESS. IT ALSO OBLIGATED COMMITTEE MEMBERS TO UPHOLD CONFIDENTIALITY;
4. THE RECRUITMENT COMMENCED WITH RECEIPT OF APPLICATIONS AT DISTRICT HEALTH OFFICES AND COPIES WERE ALSO SUBMITTED TO DISTRICT COMMISSIONERS, A PROCESS THAT ALLOWED FOR TRANSPARENCY AND IMPARTIALITY.
5. OFFICERS FROM THE SECURITY WINGS WERE PART OF THE SELECTION COMMITTEES AT DISTRICT AND PROVINCIAL LEVELS. THIS ENHANCED TRANSPARENCY AND CREDIBILITY OF THE PROCESS.
THE NATIONAL CONSOLIDATION PROCESS WAS FACED WITH SOME CHALLENGES WHICH CONTRIBUTED TO THE SHIFTING OF THE TIMELINES, LEADING TO DELAYS IN ANNOUNCING THE SUCCESSFUL CANDIDATES.
1. THE OVERWHELMING NUMBER OF APPLICANTS UNDOUBTEDLY HAD A HUGE BEARING ON THE SPEED OF PROCESSING. A GOOD JOB HAD TO BE DONE.
2. THE RECRUITMENT OF HEALTH WORKERS IS VERY UNIQUE. IT COMES WITH SO MANY VARIATIONS OF THE CARDERS IN EACH AND EVERY PROFESSIONAL CATEGORY. TO UNPACK AND DISAGGREGATE THIS WAS VERY INVOLVING.
3. SOME PROVINCES WERE UNABLE TO FULFILL QUARTERS IN CERTAIN CATEGORIES SUCH AS DENTAL ASSISTANT, RADIOGRAPHY TECHNOLOGIST, PHARMACY TECHNOLOGIST, CLINICAL OFFICER PSYCHIATRY, MEDICAL LABORATORY TECHNOLOGIST, REGISTERED MENTAL HEALTH NURSE AND NUTRITION TECHNOLOGIST. THIS WAS HOWEVER TECHNICALLY MITIGATED BY CONSIDERING THE SURPLUS APPLICATIONS FROM OTHER PROVINCES.

I AM HAPPY TO ANNOUNCE THAT THE RECRUITMENT EXERCISE OF THE 11, 276 HEALTH WORKERS WAS CARRIED OUT IN A TRANSPARENT AND PROFESSIONAL MANNER. YOU WILL AGREE THAT THE PROCESS OF METICULOUSLY AND METHODICALLY SELECTING 11,276 HEALTH WORKERS FROM THE UNPRECEDENTED 137, 129 APPLICATIONS COUNTRYWIDE. THE WHOLE PROCESS WAS IMPARTIAL, INVOLVING AND PROVIDED A LOT OF LESSONS.
IN THIS REGARD, OUT OF THE ONE HUNDRED THIRTY-SEVEN THOUSAND, ONE HUNDRED AND TWENTY-NINE (137,129) APPLICATIONS RECEIVED, 11, 276 APPLICANTS HAVE BEEN SELECTED AS FOLLOWS:

Health Professions Council of Zambia [HPCZ] has won the licensure examinations matter at initial stage.
In summary, the Judge has dismissed the Application for Leave to Commence Judicial Review with costs, invariably on the basis that the Applicants did not exhaust the alternative and/or all available remedies before applying for leave to commence judicial review as they ought to have first appealed HPCZ’s decision to the Minister.
In June this year, Dr. Brian Sampa and medical students took HPCZ to court challenging the Council’s authority to reintroduce/conduct professional Licensure Examinations.
ANNOUNCEMENT: RECRUITMENT OF 11,276 HEALTH WORKERS
The Civil Service Commission and Ministry of Health will today, Thursday 28 July 2022, hold a media briefing on the just concluded recruitment of 11,276 health workers. The briefing comes on the eve of publishing names of successful applicants from all the 116 Districts.

- The Census Supervisor/Enumerator Will Be Responsible For Data Collection During The 2022 Census Of Population And Housing.
KEY RESPONSIBILITIES AND DUTIES

Zonal Census Coordinator (ZCC)

JOB PURPOSE
The Zonal Census Coordinator Will Be Reporting To The District Census Coordinator (DCC), The Job Holder Will Be Responsible For The Census Activity Before, During And After Enumeration Exercise.
KEY RESPONSIBILITIES AND DUTIES
1)
Effectively Conduct Enumerators And Supervisors’ Training On All Scheduled Days.
2)
Ensure That Necessary Materials And Equipment Are Allocated To Enumerators.
3)
Conduct Roll Call Of Enumerators And Supervisors On Each Day Of Training At Random Times At Least Twice Daily Using The Application On The Tablet And Sync The Captured Data To The Central Server;
4)
Work With The District Commissioner And The District Census Coordinator (DCC) To Ensure That Supervisors And Enumerators Take An Oath Of Secrecy Before Commencement Of Fieldwork;

Deploy The Field Teams And Ensure That The Enumerators Under Your Supervision Start Enumeration Operations By The Designated Census Dates.

Ensure All The Necessary Permits To Access Prohibited Areas Are Obtained

Liaise With The District Census Officer, District Census Coordinator Or Relevant Community Leaders To Identify All The Special Population Groups (Correctional Facilities, Hotels/Lodges, Hospitals, Out-Door Sleepers, Among Others Within Your Jurisdiction)
