Heated Debate Over Dam Regulations in Midvaal

Last night’s meeting on the proposed dam regulations was anything but quiet, with residents attending in force, raising tough questions, and ensuring their voices were heard.

The Department of Water and Sanitation acknowledged that the draft regulations are flawed and promised to redraft them. Importantly, these rules will apply only to dams owned by the Minister of Water and Sanitation — not to rivers, municipal dams, private dams, or canals.

People spoke passionately about leases on state-owned land, unclear definitions of “commercial activity,” and outdated Resource Management Plans, such as the Vaal Dam’s, which has not been updated since 2015.

The mood was a mix of frustration and cautious optimism. While many worry about the impact on recreation and tourism, there’s hope that the redrafting process will yield fairer, more practical rules.

We will remain vigilant and provide updates once the new draft is released.
