To build foundational understanding of fractions, all work should be done around real life situations that involve equal sharing and partitioning wholes and pieces.
As students get a strong foundation with real objects and real situations, we can start modeling, with visual representations including tiles and objects that have different shapes that can be used as flexible wholes. Once there is a foundation with partitions and names, we start assigning numbers and symbols to the partitions and relationships. The last type of manipulatives that should be used are always the ones that have numbers assigned to the pieces, as they do not allow for flexibility and should be used primarily for retrieval practice.
