NDM Takes IDP Engagement to Adelaide Tambo Community Centre

The Nkangala District Municipality (NDM) took its Integrated Development Plan (IDP) Community Outreach Programme to the Adelaide Tambo Community Centre on Thursday, 1 October 2026, giving residents an opportunity to raise concerns and engage directly with municipal leadership.

The meeting was chaired by Acting Speaker of Council and MMC for Technical Services, Cllr M. Nkosi, and brought together municipal leaders, councillors, residents and stakeholders.

The IEC also shared important information on voter registration and special voting ahead of the upcoming elections.
NDM Executive Mayor Cllr TD Ngwenya led the IDP presentation, highlighting programmes aimed at improving service delivery and creating opportunities for residents.
He encouraged local SMMEs to apply for available funding and support and spoke about ongoing efforts to address gender-based violence.

Residents raised a number of concerns, including housing, unemployment, road safety, deteriorating gravesites and drug abuse among young people.

Joyce Mathibela from Ward 24 appealed for assistance with her RDP house, saying she has been waiting for approximately 25 years while her current home continues to leak.

Mary Mthombeni from Rockdale called for greater support for young people struggling with substance abuse, particularly access to affordable rehabilitation services.
Residents also called for speed humps in residential areas due to speeding and road accidents.

In response, the municipality provided updates on housing, infrastructure and municipal support programmes.
Residents without title deeds were encouraged to approach the District Municipality for assistance, while those struggling with unemployment were encouraged to explore entrepreneurship and available funding opportunities.

The engagement provided a valuable platform for residents to share their experiences, raise concerns and contribute to the development priorities of their communities.

The Executive Mayor thanked residents for their participation and continued support, with the meeting concluding with a vote of thanks from the Speaker of Steve Tshwete Local Municipality.

Facilitated by the MMC for Community Development Services, Cllr Dipuo Mahlangu, a powerful Men and Women Dialogue brought together Trafitional Leaders, Faith-Based Organizations, Traditional Health Practitioners, Interest Groups, DWYPD, government officials, councillors, and community members.

In setting the tone for the day, Executive Mayor, Cllr TD Ngwenya made it clear that the gathering was not meant to produce just another record of concern, but to decide what must change, who must lead, and how progress will be measured.

➡️ No More Shifting the Burden: Safety is a fundamental right. The duty falls on men not to harm, communities not to hide offenders, municipalities to maintain safe spaces, and the justice system to act decisively.

➡️ Uncompromising Justice: We call for specialized investigations, swift prosecution, and the severest sentences permitted by law so that perpetrators know they will be found, prosecuted, and punished.

➡️ Local Action Across Six Municipalities: All six local municipalities must own prevention locally and sustain it ward by ward.

➡️ Reaching the Boy Child: While we protect girls, the boy child needs guidance, discipline, and positive male role models to learn that strength is self-control, responsibility, and respect.

➡️ The District Line of March: Adopting a concrete district action plan featuring safety audits of public spaces, a review of Life Orientation in schools, targeted family support, and active involvement from traditional and religious leaders.

The event featured a disciplined 60-minute plenary dialogue where delegates engaged deeply across three vital themes:

👥Violence, harassment, and safety
👥 Economic empowerment and economic vulnerability in the context of GBVF
👥 Cultural and social norms

In his closing remarks the Executive Mayor said let the drum we beat today be heard in every home, school, workplace, ward, and council chamber. Let every woman live without having to calculate danger, every boy learn that care is strength, and every man know that silence protects the perpetrator, never the family.

Nkangala District Municipality remains fully committed to turning today's resolutions into coordinated action, ensuring our words become tomorrow's routines, budgets, lessons, services, and safer lives.
