NCOP PROVINCIAL WEEK 2026 | EMAKHAZENI CONCLUDES DAY 1 WITH OVERSIGHT VISITS

The first day of the *NCOP Provincial Week 2026 Report-Back Programme* was successfully held today at *Dr Beyers Naudé Hall in Belfast, Emakhazeni Local Municipality*.

Led by the NCOP Provincial Whip, Hon C.S. Nxumalo, the programme assessed the implementation of the 2025 House Resolutions under the theme _Building Viable Municipalities for Enhanced Delivery of Basic Services to Communities.

In her welcome address, the Executive Mayor, Cllr N.A. Mashele, paid tribute to the Women of 1956* in commemoration of Women’s Month. She said Emakhazeni remains a small rural municipality expected to perform at the level of a metro, while facing persistent challenges in attracting and retaining scarce skills.

A message of support was delivered by Ikosi S.S. Mahlangu, followed by remarks from the Speaker, Hon M.C. Masilela.

Delivering the political overview, Acting Premier, Mr S.K. Mashilo, highlighted the vast economic potential of Emakhazeni in mining, agriculture and tourism. He described the R540 corridor linking Emakhazeni to the Kruger National Park as a game-changer for tourism growth and job creation.

The session continued with comprehensive reporting by all spheres of government – Emakhazeni Local Municipality, Nkangala District Municipality, provincial departments and the Auditor-General – on progress made in implementing the 2025 House Resolutions.

Amongst other achievements, the Executive Mayor reported that low-cost RDP houses were implemented in eSakhelwe, eMgwenya and eMadala. She further reported that 240 houses completed in eMadala in December 2023 had shown poor workmanship, including cracks on walls and floors, and that rectification had been enforced through the NHBRC.

Day 1 Oversight Visits

Following the formal presentations, the delegation proceeded to its Day 1 oversight visits.

The delegation first visited *H A Grove Hospital in Belfast for health oversight, and thereafter proceeded to *Siyathuthuka Extension 7 for human settlements oversight, where it was briefed by the HOD of the Department of Human Settlements.

At Siyathuthuka Extension 7, it was reported that 42 houses have been completed and freshly painted since November 2025, while 203 houses are still outstanding. The previous contractor was terminated due to poor workmanship on servicing. A new contractor, KJM Business Enterprise, has since been appointed, with 26 foundations already cast and construction at wall plate level. Completion is anticipated for June 2027.

The delegation noted challenges including poor initial servicing and a vandalised sewer pump station, which caused sewage backflow and spillages. The Department confirmed it is in the process of appointing a contractor to repair the pump station and fix the sewer system, and that serviced sites are available for the remaining houses.

Day 1 of the oversight programme thus concluded.

The NCOP Provincial Week continues tomorrow, 20 August, with oversight visits to the Young Blood Farming Project and the High-Altitude Centre – 7ML Reservoir and Waste Water Treatment Plant*, followed by a Public Hearing at Sakhelwe Community Hall in Dullstroom at 14h00. The programme will conclude on 21 August with the consolidation and adoption of the Provincial Report to the NCOP.

WOMEN'S DAY MESSAGE FROM THE EXECUTIVE MAYOR

To all the Women of Emakhazeni,

On this National Women's Day, I extend my heartfelt appreciation to every woman of Emakhazeni.

We honour the courageous women of 1956, and we honour you, the women of today who continue that legacy with strength and resilience daily.

You are the backbone of our homes and the pillar of our economy, our classrooms, clinics, farms and municipality. Emakhazeni moves forward because of your hard work and wisdom.

As a woman-led municipality, we remain committed to building an Emakhazeni where women are safe, empowered and have equal opportunities. We will continue to fight Gender-Based Violence and open economic doors for women.

I also encourage all women to use your voice and your power by voting in the Local Government Elections on *04 November 2026 to shape the future of Emakhazeni for your children.

Let us continue to protect, respect and uplift one another as women.

Nkangala In-Patient Treatment Centre Roadshow Welcomes SIYABALANDA Campaign in eNtokozweni

eNtokozweni (Machadodorp) – 6 August 2026 – The Department of Social Development (DSD) held its SIYABALANDA outreach roadshow today from 08:30 in the open field between Shoprite U Save and the Emakhazeni Municipal Offices in eNtokozweni, under the theme “SIYABALANDA – We Are Fetching Them.”

The program was directed by Ms Lerato from the Department of Social Development and supported by the South African Police Service (SAPS), Families South Africa (FAMSA), Christelike Maatskaplike Raad (CMR) / Christian Social Council, Department of Health, DSD, Independent Electoral Commission (IEC) and the Hamzer Press Forward Foundation.

Welcoming guests was Cllr Mmola, Chief Whip of Emakhazeni Local Municipality, who thanked DSD for fetching people struggling with substance abuse and urged the community to use the services brought to them. She also reminded residents to register to vote as IEC registration closes on 7 August 2026.

Ms Portia Maunye, Professional Nurse from Nkangala In-Patient Treatment Centre (NITC), explained that NITC is a rehabilitation centre for male youth and adults aged 18 and above with Substance Use Disorder. She said the centre admits both voluntary users who want help and involuntary users admitted through a court order requested by family, depending on the mental state of the person. Treatment is 12 weeks and can be extended to 16 weeks, and includes counselling, group therapy, health screening, medical consultations, HIV counselling and testing, and spiritual and recreational programs. She said families must apply through their local social worker and not directly to NITC.

Ayanda Mahlangu from Sakhelwe, Dullstroom, who was fetched during a roadshow in Belfast last year, shared his testimony. After completing treatment and a 6-month internship in Garden Management, he started a cabbage project supplying local spaza shops. He has been clean for 12 months.

Mr Lindelani Nkosi, Youth Coordinator of Emakhazeni Local Municipality, said the program helps youth to reclaim their lives and live with a positive purpose. He acknowledged that while the program cannot assist everyone at once, for those it has reached it is indeed helpful, and Ayanda is living proof of that.

Giving the marching orders was Marcus Masemola, Chairperson of the Mpumalanga Substance Abuse Forum. He urged all stakeholders to work together and move with urgency to the identified hotspots. Under the rallying call SIYABALANDA, he led the teams to go and fetch those who need help and to ensure that no young person is left behind in the fight against drugs.

The roadshow was a success as five young people were fetched and voluntarily accepted help to go for detox at Waterval Boven Hospital, after which they will be assessed and referred to NITC for the full 12-week rehabilitation program.
