This notice serves to inform all the merSETA stakeholders that the NSDMS system will be open for the 2026/2027 Mandatory Grant applications from 2
February 2026 to 30 April 2026.
Skills Development Facilitators (SDF) are reminded of the following reporting periods:
β The Annual Training Report (ATR): 1 January 2025 to 31 December 2025.
β The Workplace Skills Plan (WSP): 1 January 2026 to 31 December 2026.
Sign-Off Requirements
Stakeholders are advised to take note of the following requirements regarding the sign-off of Mandatory Grant applications:
β Where a recognition agreement exists between the organisation and labour/ labour union, regardless of the size of the workforce, a Labour SDF who
is a member of the Training Committee is required to sign-off the grant application on or before the deadline date.
β Where a recognition agreement does not exist and the company employs 50 or more employees, an Employee SDF who is a member of the Training
Committee is required to sign off the Mandatory Gant application on or before the deadline date.
β Organising Framework for Occupations (OFO) Codes: Stakeholders are further advised that the 2021 OFO Code Version will be applicable for the
current reporting period for both the ATR and WSP submissions.

2026/27 Mandatory Grants Window ... NOW OPEN

We are thrilled to announce that the mandatory grants application window is now officially open! The window will run from 2 February 2026 to 30 April 2026, and we encourage all eligible employers to take advantage of this opportunity.
What is a Mandatory Grant?
A Mandatory Grant is an approved reimbursement calculated at 20% of the Skills Development Levy (SDL) paid by Levy Paying Employers (LPEs) for the financial year. LPEs are employers with an annual payroll of R500,000 or more, who are required to contribute 1% of their payroll as a Skills Development Levy to SARS.
But wait, thereβs more!
Non-Levy Paying Employers (NLPEs) are also eligible to apply for the grant. NLPEs are employers exempt from paying the SDL due to their annual payroll being below the R500,000 threshold.

ANNOUNCEMENT | The Department of Employment and Labour has announced an increase in the National Minimum Wage from R28,79 to R30,23 per hour, effective 1 March 2026.
