Newsletter from SAFE CITIZEN - This past week, the Special Investigating Unit and the Hawks executed a search and seizure warrant at PSIRA's Centurion offices — seizing documents, computers and cell phones linked to a training project that was meant to build capacity in the private security industry, and instead became a case study in exactly the kind of dysfunction PSIRA has spent the past year lecturing that same industry about.

The figures, confirmed by the SIU itself: a training contract worth roughly R130 million, covering Election Observer Training, End-User Computing Training and PSIRA Grade E to C Training for security officers. 6,507 learners were registered. Only 118 were accredited — less than 2%. R30.18 million was paid out in advance, before equivalent services were ever delivered.

When investigators asked PSIRA for the full paper trail, they didn't get it.

An entire year's worth of documents was missing. The SIU's own spokesperson put it plainly: invoices were paid, generated, and processed — but "there was no value for money." Investigators had to go to the Special Tribunal for a warrant, because cordial engagement hadn't worked.

This didn't happen without a fight. Portfolio Committee on Police chairperson Ian Cameron says his committee pushed for this investigation for more than a year and that PSIRA even tried to have him removed from chairing the very meeting where the committee demanded answers. "We refused to be intimidated," he says.

Here's why this matters beyond one bad contract.
This is the same regulator that spent this year pushing new fi***rm regulations onto the private security industry — restricting a sector it accused of needing tighter control, more oversight, more compliance. PSIRA could not, on this evidence, account for R130 million of its own training budget, could not produce a full year of its own records when legally required to, and needed a search warrant before it would cooperate with its own investigators.

An institution that cannot regulate its own procurement has no standing to lecture a lawful industry on compliance.

This outcome exists because Ian Cameron's committee refused to let it drop. A year of sustained pressure, resistance from the very body being investigated, and it still got to a search warrant. That's what oversight is supposed to look like and Safe Citizen is glad to see it.

Safe Citizen's position is simple: follow the evidence, recover every cent, and prosecute anyone implicated in criminal conduct — fully, and without the delay that's defined every other institutional failure we've covered this year. The people this scandal actually hurt were the 6,389 learners who walked away with nothing, and the taxpayers who funded it.
