What is the Young Cell Scheme?

A path from EU Universities to Kosovo's public service. 🎓

Since 2004, YCS has sent young Kosovo citizens to earn Master's degrees at top EU universities, fully funded, so they can return home and strengthen Kosovo's civil service for three consecutive years.

The programme builds a professional, depoliticised, and inclusive public administration aligned with EU standards and capable of meeting Kosovo's integration challenges.

The Young Cell Scheme is co-funded by the 🇪🇺 European Union and the Government of Kosovo and implemented by Aristotle University of Thessaloniki (Greece) in partnership with Institut National du Service Public (France).

🎓 The Young Cell Scheme at Prishtina International Summer University 2026!

The closing ceremony of PISU's 26th edition took place at the Universiteti i Prishtinës, where the Young Cell Scheme team was present to share more about the programme and its mission with participants.

YCS supports young people from Kosovo with scholarships for postgraduate studies abroad, preparing them to return home and contribute directly to public administration. YCS scholars are building the skills Kosovo needs for its future.

It was a valuable opportunity to introduce participants to a programme that turns education into real impact for the country.

Strategic communication for the energy sector: from policy to practice.

The Young Cell Scheme, in partnership with KIPA – Kosovo Institute for Public Administration / Ministry of Internal Affairs, organized and delivered a three-day specialized training on Energy Sector Communication and Stakeholder Engagement: Strategies for Public Authorities.

The training brought together a mixed group of participants — YCS scholars currently serving in Kosovo's public administration alongside other public employees working on energy-related issues — creating a rich learning environment that combined fresh academic perspectives with hands-on institutional experience.

Delivered by a team of international and Kosovo-based experts, the training equipped participants with practical tools to design and implement effective communication strategies, engage diverse stakeholders, and navigate the complexities of energy sector governance.

Participants developed skills in strategic communication, stakeholder mapping, public engagement planning, and sector-specific messaging, bridging policy with practice for a more transparent and accountable energy sector.

📲Digital skills for the public servants of tomorrow.

The Young Cell Scheme, in partnership with KIPA – Kosovo Institute for Public Administration / Ministry of Internal Affairs, organized and delivered a three-day intensive training on Social Media & Strategic Communications in the Public Sector.

The training was conducted by a team of international and Kosovo-based experts, equipping 30 public servants with practical tools to communicate clearly, counter misinformation, and engage citizens with confidence in the digital age.

Participants developed hands-on skills in digital communication, crisis response, misinformation detection, and social media campaign design — bridging strategy with practice for the digital public sphere.

🇪🇺 Co-funded by the European Union and the Government of Kosovo, The Young Cell Scheme welcomed its Round XVI grantees in Pristina — 40 outstanding young professionals from Kosovo, ready to follow their dreams, grow their expertise through fully-funded Master's studies at European universities, and return home to shape the future of their country.

The Welcome Event brought together high-level institutional and academic representatives, including the EU Head of Cooperation, the Director of the Development Cooperation Office of the Prime Minister's Office, the Rector of the University of Pristina, the French Ambassador, and the representative of the Liaison Office of Greece in Pristina.

This round includes 24 women and 16 men, reflecting the programme's commitment to strengthening women's representation in public institutions.

Every cohort brings Kosovo closer to the future it is building, through knowledge, commitment, and the drive to make a difference.
