As we reflect on this year’s Summer Program, we revisit an insightful seminar with General Agim Çeku, Commander of the KLA, Chief of Staff of the Kosovo Protection Corps, Prime Minister of Kosovo, and Minister of the Kosovo Security Force.

General Çeku reflected on leadership and the importance of teamwork, trust, and collective responsibility during periods of institutional transformation.

He also discussed his cooperation with General Sir Michael Jackson, then Commander of KFOR, during the 1999 demilitarization of the KLA and its transformation into the Kosovo Protection Corps. Their cooperation was an important part of navigating one of the most significant institutional transitions in post-war Kosovo.

A valuable conversation on leadership, transformation, and the power of working together toward a common mission.

As part of the “War, Diplomacy, and Statebuilding” course this summer, the Fred Cuny Center had the honor of hosting Vasfije Krasniqi- Goodman Former MP to speak on wartime sexual violence and transitional justice.

Mrs. Krasniqi-Goodman is a former Member of Kosovo's Parliament and the first survivor of r**e to speak out on the sexual atrocities committed by Serb forces during the Kosovo war. She has emerged as an internationally recognized advocate for legal rights and dignity for survivors, and has testified to U.S congress about wartime crimes committed in Kosovo. Her advocacy has increased institutional and public attention, even leading to the establishment of April 14th as Kosovos official Day of Survivors of Sexual Violence.

Marking the end of our successful summer program at RITK, our commencement ceremony celebrated the achievements and contributions of our outstanding students, expert faculty, and dedicated staff. We were joined by esteemed guests from the U.S. Embassy Pristina, Kosovo, Ministria e Mbrojtjes e Republikës së Kosovës, Kosovo Security Forces, Kosovo government, and members of the RITK staff.

Olti Krasniqi, our 2026 student representative, spoke on the value and impact of the summer program. Guests also heard inspiring speeches which reiterated the values and focus of the Summer Program: peace, security, and compassion.

Expanding on the Statebuilding part of the “War, Diplomacy, and Statebuilding” course, the Fred Cuny Center hosted Nenad Rasic who serves as the Minister for Communities and Returns of Kosovo since December 1, 2022.

Minister Rasic previously held positions as the Minister of Labor and Social Welfare and as a member of the Assembly of Kosovo. Minister Rasic spoke on the importance of minority integration, the status of parallel institutions, Belgrade-Prishtina relations and politics, and how the youth of Kosovo can move forward, together, to create a brighter future

The Fred Cuny Center is thankful to Minister Rasic for his continued dedication and commitment to Kosovos public sector and his efforts towards a better integrated society. The summer program was proud to host the commander of NATO KFOR Regional Command East Col. Sargeant. Col. Sargeant is a distinguished U.S Army National Guard officer who has served across the world and is a graduate of the prestigious Army War College. He is in charge of leading NATO KFOR soldiers in their mission in support of safety, security, and freedom of movement in his assigned area of responsibility.

Students heard perspectives on security and multilateral operations, the U.S role in KFOR, working with diverse municipalities, and the future of KFOR and NATO within Kosovo.

For our final summer program trip, the Fred Cuny Center took students to visit the ancient Roman ruins of Ulpiana, the stunning Ottoman city Prizren, a holy site visit to the Gracanica Monastery, coffee at Balkan gem Etno House, and a generous hosting and wine tasting by Stonecastle Vineyard and Winery.

In Ulpiana, students learned about Illyrian history as their knowledgeable tour guide shared facts and stories. Prizren, home to various cultural sites such as mosques, churches, a castle, and the old town, allowed students to stroll streets and see architecture which has stood for centuries. Gracanica and Etno House exposed students to the cultural heritage of minority communities in Kosova. Finally, Stonecastle Vineyard and Winery graciously shared their wine selection, including a reserve wine, and explained the origin and development of Kosovas premier winery.

The Fred Cuny Center is grateful to our partners at Stonecastle Winery and our tour and bus guides who provide outstanding service and dedication. Tours and site visits like these place summer program students directly in the subjects they study and provide context for Kosovas diverse and rich history. Not every closed door is locked. Push”

John Doone visited summer program students and staff to discuss his vast and diverse experience in security, disaster response, counterterrorism, intelligence, and pushing until the job is done.

John Donne is a distinguished graduate of both Kingston University (MSc Terrorism and Political Violence) and the University of Leicester (MSc Security and Risk Management), in addition to his service as a Commando and intelligence asset for the U.K Military. He also stood up the Kosovo Search and Rescue International Training Centre which is the chief provider of SAR and disaster response training to the Kosova Security Force, Kosova police, and disaster response practitioners from around the world.

The Fred Cuny Center was proud to host John Doone and fellow security experts like him. The summer program builds practitioners, policymakers, academics, analysts, and everything in between. Peace and conflict studies also encompasses how states defend their borders and ensure continuity of operations. Ms. Shpresa Kusari enlightened students on how Kosovo has evolved its security functions to support border protection and multilateral export and import operations.

Ms. Kusari has earned her Executive MA in International Relations and Global Politics from Swiss UMEF University in Geneva, in addition to an MSc. in Economics and Management from the University of Prishtina. She serves as the Program Specialist for the Millennium Challenge Corporation (MCC) Compact Program at the US Embassy in Prishtina, formerly oversaw and managed the Export Control and Border Security program collaborating with the US Embassy in both Prishtina and Skopje, and also worked with the USAID Economic Growth Office in Kosova.

The Fred Cuny Center summer program student body represents diverse aspirations, goals, and backgrounds. Examining the ins and outs of development and multilateral security and business cooperation helps our students conceptualize and understand the intricacies of public service. We are extraordinarily grateful to Ms. Kusari for enlightening our students, collaborating with our staff, and answering questions. Remembering the past helps us build for the future, which is why students of the “War, Diplomacy, and State-building” course were accompanied by faculty and staff as they visited the Reporting House. The Reporting House is the premier journalism museum in Prishtina, presented by BIRN, which offers a deep look into the evolution of media and coverage during Kosovas rich history of resistance and resilience.

Students examined contemporary art inspired by historic events, genuine artifacts, digital media, and physical photographs. These materials help students understand the powerful visuals and narratives which continue to shape Kosovar culture to this day, exposing them to testimonies which are crucial to understanding the place of journalism and media in peace and conflict.
