Aligning Education and Training with Labour Market Needs

For the societies’ sustainable development - being Industry 4.0 ready, able to compete in global market with every individual included, the quality of education, training and lifelong learning is essential for economic growth and development.

An Industry 4.0 ready society, able to compete in the Global market, the quality of education, training and lifelong learning is essential for its economic growth and sustainable development.

The project Aligning education and training with labour market needs - ALLED Phase II, building on developments and results achieved in the ALLED I (2015 - 2017), is financed by European Union and co-financed by Austrian Development Cooperation (IPA 2017).

The main objective is to reduce poverty and increase labour market participation through improving employability. The project will be specifically focusing on strengthening the quality and relevance of education and training programmes for the labour market. Structured support will be provided to the adaptation of the legislative framework and appropriate mechanisms as precondition for increased employability.

1. Study programmes serve as a competence hub for the industry and VET:
curricula development,
faculty and education providers management enhanced,
labour market relevance,
employability;

2. Professional qualifications and quality standards meet NQF criteria for validation:
Quality Assurance (QA),
evidence based policy making,
pathways between HE and VET is defined;

3. Vocational Education Training (VET) schools and Vocational Training Centres (VTCs) offer qualitative programmes based on the Labour Market Needs:
comprehensive Teachers/Trainers Training
(pre-service and in-service),
schools and faculties equipped with relevant equipment;

4. Education and training system related governance procedures support the alignment of education and training with labour market needs:
establish sustainable and
structured education - economy cooperation

5. The link between the Vocational Education and Training (VET) and the Business sector is more structured:
smart planning tools for VET developed and operational;
incentives scheme identified and piloted.

To ensure the success of the project, and shifting from project to process, project partners and beneficiaries are of crucial importance. Hence, about 500 beneficiaries/partners will be actively participating in the project from the following institutions:
Ministry of Education, Science and Technology (MEST),
Ministry of Labour and Social Welfare (MLSW),
Public Universities (HE),
Municipal Education Directorates (MED),
VET schools, Vocational Training Centers (VTC),
Kosovo Accreditation Agency (KAA),
National Qualification Authority (NQA),
Employment Agencies
HE, VET students and lifelong learners.

Special attention will be given to private sector through structured cooperation with most representative private sector organizations and sector Alliances.

Let’s move and step forward towards the process through ALLED2 project as the future is in our schools today.

ALLED2 project will promote gender mainstreaming and environment protection supporting communication and digital literacy through usage of electronic communication tools.
