Fifteen years. Hundreds served. A legacy of care.

In 2010, the YCBA Young Lawyers Section launched Wills for Heroes in partnership with the National Wills for Heroes Foundation, the Pennsylvania Bar Association, and Leave a Legacy York County, a program of the York County Bar Foundation—bringing critical legal services to those who serve us every day.

Today, Wills for Heroes (WFH) operates under the auspices of the Pennsylvania Bar Association (PBA), supported by the PBA Young Lawyers Division, the PBA Military and Veterans Affairs Committee, and the PBA Pro Bono Services staff.

The York County Bar Association’s Young Lawyers Section and York County Bar Foundation and Leave A Legacy® York County continue to deliver important service to York County residents.

On September 19, 2026, we proudly marked the program’s 15th year which was sponsored by Saxton & Stump. Held at the Lee R. Glatfelter Library at Penn State York and thanks to the leadership of Attorney Kristen McGuire and the dedication of 35 volunteer attorneys, paralegals, and professional advisors, 48 veterans and emergency responders received wills, living wills, and health care and financial powers of attorney—prepared and notarized free of charge.

To date, 784 heroes—and their loved ones—have received this essential protection and peace of mind.

Because serving those who serve is more than a mission—it’s a responsibility.

Celebrating the Constitution in Action at York College

Earlier this week, the York County Bar Foundation was proud to partner with York College of Pennsylvania for a meaningful Constitution Day program that brought students, legal professionals, and community members together for a timely and thought-provoking discussion.

Moderated by Professor Nick Anspach, the program featured distinguished federal judges Mark Kearney and Jennifer P. Wilson, who offered insightful perspectives on how the Constitution continues to guide our legal system in an ever-changing world.

YCBA President Justin Tomevi opened the program by grounding the conversation in a powerful reminder: while many of us encounter the Constitution in classrooms, headlines, or courtrooms, its true impact is felt in our everyday lives—shaping how we live, work, communicate, and engage as citizens.

From foundational principles like the separation of powers and protection of individual liberties to modern challenges involving technology, privacy, and free speech, the discussion explored how a document written more than two centuries ago remains both enduring and adaptable.

At the heart of the conversation was the rule of law—the idea that no one is above the law, that rights are protected by independent courts, and that our system depends on informed and engaged citizens.

Programs like this reflect YCBF’s commitment to civic education and access to justice—ensuring that the Constitution is not only understood, but actively lived and upheld by the next generation.

We are deeply honored to be recognized as Pennsylvania Immigration Resource Center's Partner of the Year—a milestone that reflects more than three decades of shared commitment to justice and community.

For 32 years, the York County Bar Association and York County Bar Foundation have stood alongside PIRC, beginning in the wake of the crash of the Golden Venture in 1993, when members of our Bar stepped forward to provide critical legal assistance to hundreds of Chinese asylum-seeking immigrants in need who were detained in the York County Prison.

Under the leadership of then-YCBA President Jeff Lobach, and alongside many dedicated attorneys and community volunteers from all faiths and walks-of life, that moment sparked a partnership rooted in action, compassion, and the belief that access to justice should extend to all.

From helping launch PIRC in 1996 as its own 501c3 to supporting transformative initiatives like the Torture Survivor Project, the Vulnerable Immigrants Project, the Legal Orientation Program, and the Immigrant Survivors Project, we are proud to have played a role in expanding services from York County to communities across Pennsylvania.

Through providing over $730,000 in funding, along with decades of volunteer attorney support and technical expertise, this partnership has helped build programs, sustain operations, and—most importantly—change lives.

Today, the need is as urgent as ever. We remain committed to standing with PIRC to ensure that vulnerable individuals and families have access to the legal support they deserve.

Help protect those who protect us. By participating in the Wills for Heroes program, you will help our area first responders prepare wills and other estate documents. Training will be provided and participants can earn CLE credit. You do not need to be an estate planning attorney to volunteer. The event will take place at the Penn State York Lee R.
