FEV Tutor views outcomes-based contracts as a win-win. For districts, it gives them more negotiating power and a promise of more ROI. For us, it gives us increased school buy-in and clear targets, streamlining the design process.
In 2023, we ran a 12-week program for Duval County Public Schools, built on an outcomes-based contract. The program focused specifically on 8th grade pre-algebra students with low Florida Statewide Assessment (FSA) test scores and used a mixed approach of tight collaboration and physical site visits. The approach yielded strong results, with students meeting 53% of the set goals.
In fact, the initiative was so successful that we collaborated on a second run for 2023-2024. In this initiative, 61% of students demonstrated a learning gain on FAST PM 3, with individual schools reaching as high as 80%. And 29% of students achieved proficiency.

Ector County recently announced that it was able to improve student outcomes by 5% above the Texas state average. This is even more impressive when you factor in that in 2018, Ector County ISD was ranked a âDâ according to Texas Accountability Rates (TEA).
How did they do it?
Ector County achieved these significant results by partnering with FEV Tutor and using an outcomes-based contract for high-impact tutoring.
Here's some more information about our outcomes-based contracts:
âIn 2020, we partnered with Harvard University's Center for Education Policy Research (CEPR) to research how to create effective outcomes-based contracts.
âEctor County was the first outcomes-based contract to come from this partnership.
âFEV Tutor has continued to use this strategy very effectively across districts, including Duval County Public Schools and Jackson Public Schools. *But you don't have to take our word for it. How will AI shape the future of education? At FEV, we are excited to partner with Dr. Scott Muri, Ed.D., Ector County ISD, and the National Student Support Accelerator on an exciting new study.
Weâre looking at how AI can strengthen the student-tutor experience and improve student outcomes. While the full results aren't out yet, FEV and Ector County are already seeing AI's transformative role in student learning.
Artificial intelligence has the potential to personalize education, provide real-time feedback, and empower educators to focus on what matters mostâteaching. This study is just one way that weâre using AI to improve learning for our partners and their students.
