November 3 Bond: Look for Your Ballot
Ballots for the November 3 election will soon be arriving in mailboxes.

Wenatchee voters will see a $275 million school construction bond focused on replacing most of Wenatchee High School and replacing aging HVAC systems at seven elementary and middle schools.

If approved, the bond would fund new learning spaces at WHS while preserving and renovating the gyms, pool, auditorium, locker rooms, and band classroom block. It would also improve heating, cooling, and air quality at schools across the district.
Also check your mailboxes for the district’s mailer, which provides more details and information about the bond.

November 3, 2026 Bond: What Wenatchee High School lacks in windows it more than makes up for in doors. 🚪 112 of them to be exact. Every one a potential entry point that has to be monitored, managed, and secured every single school day.

Modern schools are designed with consolidated, controlled entries clear sight lines, secure access points, and a building envelope that supports the safety of everyone inside. WHS was built in 1972. Security looked very different then.

112 doors is not a safety feature. It is a safety challenge, one our staff navigates every single day on behalf of nearly 1,900 students.

If the bond is approved by voters on November 3, 2026, the new WHS would be designed with a secure, consolidated entry built to meet modern safety standards.

November 3 Bond: $83 million in state funding. Available now. Not guaranteed later.

If Wenatchee voters approve the bond on November 3rd, the district qualifies for an estimated $83 million in state matching funds through Washington's School Construction Assistance Program (SCAP), money already paid in state taxes, coming back to Wenatchee.

If the bond doesn't pass those dollars don't come here. And with the state currently reviewing the SCAP formula, this level of funding is not guaranteed to be available in the future.

The state is offering to cover nearly 20% of the project cost. That offer has an expiration date.

November 3 Bond: Take a close look at this chart. 👇
Back in 2014, the last time Wenatchee voters passed a school bond (Washington ES & Lincoln ES) the combined local school tax rate was $4.66 per $1,000 of assessed value.

Here's what might surprise you. If the bond passes in November, that combined rate in 2027 would actually come in lower, around $4.23 per $1,000. Less than what people were paying 12 years ago.

The chart breaks it down into three pieces:
🟨 EP&O Levy — day-to-day school operations (levies are for learning)
🟦 2014 Bond — (WA & Lincoln ES) being paid off every year, done by 2033
🟧 New Bond — $1.46 per $1,000, flat for 20 years

One thing worth knowing about the levy. When voters renewed it in 2024 they approved it at $2.20 per $1,000. Taxpayers are currently paying $2.13, actually less than what was approved. That is how the levy works the rate adjusts annually based on actual assessed values.

As the old bond gets paid off and new development adds to the tax base, that combined number keeps coming down over time.

The district is asking voters to consider a $275 million bond on November 3rd. And the projected tax rate if it passes is still lower than what this community was paying the last time voters said yes.

The November 3 Bond: How School Construction Is Funded

Washington state does not fully fund major school construction, renovations, or building-system replacements. That means school districts generally rely on voter-approved bonds to pay for projects such as replacing aging schools and making major facility improvements.

If the bond is approved on November 3, Wenatchee would receive some state support for the proposed projects. The district estimates that the Wenatchee High School and HVAC projects would qualify for approximately $83 million in state matching funds. That funding has been factored into the proposal, reducing the amount that would need to be funded through the local bond. The estimated project costs are $299 million for WHS and $58 million for HVAC improvements, with the $83 million state match bringing the proposed local bond amount to $275 million.

Wenatchee’s growing tax base could also affect what property owners pay over time. The Chelan-Douglas Regional Port Authority is projecting approximately $3 billion in new business development in the Malaga and Wenatchee area over the next eight years. As new large businesses are added to the district’s tax base, the fixed bond amount would be shared across more properties, which could reduce the bond’s impact on individual property owners over time.
