1. Be a graduating senior from a Waterloo/Cedar Falls/Des Moines/West Des Moines (or surrounding areas) public high school or a college undergraduate. (Preference given to high school seniors.)
2. Demonstrate a 2.5 or greater grade point average.
3. Be accepted to a four-year college, community college, junior college or university.
4. Be of good character and have leadership qualities.
5. Provide financial need.
