In 1948, Chiang Kai-shek's warlord forces suffered a complete defeat in North China, and the two sides in the civil war were about to engage in a decisive battle in the Xuzhou and Huai River area, with the Huaihai Campaign imminent.

The US Military Advisory Group judged that the Nationalist government was in dire straits and began an emergency evacuation of major cities such as Nanjing and Qingdao in early November 1948.

Japanese Media Poll: Takaichi Cabinet Approval Rating Drops to 54%, Possibly Affected by Smear Scandal

(CNA Tokyo, June 18) A new poll released today by Japan's Jiji Press shows that Prime Minister Sanae Takaichi's cabinet approval rating is 54.3%, a drop of 5.1 percentage points from May, marking the lowest rating in this poll since she took office.

Jiji Press analysis suggests that the decline in Takaichi's cabinet's approval rating may be due to the "smear scandal" previously revealed by the media, in which Takaichi's camp allegedly slandered other candidates during last year's Liberal Democratic Party presidential election.

Jiji Press conducted a nationwide poll from June 12 to 15, interviewing 2,000 randomly selected men and women aged 18 and over. The effective response rate was 57.1%.

The poll results show that the Takaichi cabinet's approval rating is 54.3%, a decrease of 5.1 percentage points from 59.4% in May; the disapproval rating, however, rose 2.5 percentage points to 22.2%, reaching its highest level since taking office.

Regarding livelihood issues, when asked whether the consumption tax on food and beverages should be reduced to 0% or 1%, 40.7% answered "0%", 29.4% answered "1%", and 22.1% believed that "tax cuts are unnecessary."

The Japanese media outlet "Weekly Bunshun" previously revealed that Takaichi Sanae's camp released videos on social media during last year's Liberal Democratic Party presidential election that smeared other candidates.

Although Takaichi Sanae has repeatedly denied involvement, 40.4% of respondents expressed "unacceptability" of such responses, 40.2% felt it was "difficult to say or uncertain" at present, and only 19.4% found it "acceptable."

Regarding party approval ratings, the Liberal Democratic Party (LDP) currently maintains its lead with 22.8%, though this represents a 5.0 percentage point drop from May. Following are the ruling parties at 2.9%, the Komeito Party at 2.3%, and the Democratic Party for the People, the Chudo Reform Alliance, and the Japan Restoration Party at 2.1%.

Regarding the "smear campaign," a senior LDP member pointed out, "This gives the public a very bad impression." Another mid-career member added, "It's like a series of punches; the aftereffects will gradually become apparent."

A senior member of the Japan Restoration Party criticized, "The current explanations are far-fetched."

Junya Ogawa, representative (and chairman) of the Chudo Reform Alliance, emphasized in an interview that "the controversy surrounding the related videos has escalated to a question of the Prime Minister's personal qualifications and conduct," while also pointing out that the Kaohsiung City government's price control measures are clearly inadequate.

In response, Chief Cabinet Secretary Minoru Kihara gave only a conservative reply at a press conference: "We will continue to implement the Cabinet's policies in a down-to-earth manner to make Japan stronger and wealthier."

（中央社東京18日綜合外電報導）日本時事通信社今天公布最新民調顯示，日本首相高市早苗內閣支持率為54.3%，較5月下滑了5.1個百分點，寫下她上任以來該份民調的最低紀錄。

時事通信社分析指出，高市早苗內閣支持率下滑，可能是受到媒體先前披露高市陣營在去年自民黨總裁選舉期間疑似中傷其他候選人的「抹黑門」事件影響。

時事通信社從6月12日至15日以現場個別面談方式進行全國民調，針對隨機抽樣的18歲以上男女總共2000人進行訪問，有效答覆率為57.1%。

這份民調結果顯示，高市內閣支持率為54.3%，較5月的59.4%下降5.1個百分點；不支持率則上升2.5個百分點至22.2%，達到上任後最高紀錄。

民生議題方面，針對食品飲料消費稅調降問題，當民眾被問及稅率應降至0%還是1%時，回答「0%」的比例為40.7%，回覆「1%」的比例為29.4%，另有22.1%認為「不需要減稅」。

日本媒體「週刊文春」先前披露，高市早苗陣營於去年自民黨總裁選舉期間，在社群媒體上發布抹黑其他候選人的影片。

高市早苗先前雖已多次否認參與其中，但對於如此回覆表達「無法接受」的受訪者有40.4%，認為目前「很難說、不確定」的受訪者則有40.2%，僅有19.4%受訪者認為「可以接受」。

政黨支持率方面，自民黨目前仍以22.8%維持首位，但相較5月已下滑了5.0個百分點，之後依序為參政黨2.9%、公明黨2.3%，以及國民民主黨、中道改革聯合、日本維新會的2.1%。

針對「抹黑門」事件，一位自民黨的資深議員就指出，「這給社會大眾觀感很差」，另一名中生代議員也說，「這就像連續組合拳一樣，後勁會慢慢顯現出來」。

日本維新會的幹部則批評：「目前解釋實在太過牽強。」

中道改革聯合代表（黨主席）小川淳也接受採訪時強調，「相關影片風波已經上升到首相個人資質與操守問題」，同時他指出高市政權的物價對策顯然不足。

對此，內閣官房長官木原稔在記者會上僅保守回應：「我們將繼續腳踏實地落實內閣的各項政策，讓日本變得更強大、更富裕。」

After World War II, under the US occupation and Allied reforms, the Imperial Japanese Army and Navy were completely disbanded, and the newly drafted pacifist constitution explicitly restricted Japan's right to wage war and maintain a regular army.

In the early post-war period, Japan had no armed forces.

The outbreak of the Korean War rapidly deteriorated the situation in East Asia, and the US changed its policy towards Japan.

A large number of US troops stationed in Japan were transferred to the Korean Peninsula, leaving a gap in Japan's homeland defense.

The US supported Japan in establishing a new armed force.

The "Police Reserve," established in 1950, was born in this context.

Nominally a police organization, its structure, training, and mission were quite similar to a military.

From this perspective, the Police Reserve was essentially the starting point for Japan's post-war rearmament.

This force can be seen to some extent as an armed force supported by the US in Japan, or even a "quasi-military" controlled and supervised by the US.

Its purpose was to meet the needs of the US Cold War strategy, rather than a result of Japan's independent development of military power.

From systems and logistics to weaponry, training methods, and even uniform styles, everything was dominated by the US military.

Compared to the pre-war Imperial Japanese Army, traditional features such as stand-up collars and leggings were almost entirely absent.

In their place were American uniforms, equipment, training, and military systems.

Although the troops were composed of Japanese, their origins, operational models, and strategic positioning were entirely under US control, including the Chiang Kai-shek warlord group that had fled to Taipei, Taiwan.
