Can you research what the government previously paid contractors?

Yes. Historical award information can help you understand buyers, incumbents, contract values, buying patterns, and the competitive landscape.

It doesn’t tell you exactly what to bid but it beats guessing.

No. Certifications can create access and change how an opportunity is competed, but they don’t replace capability, pricing, positioning, compliance, or performance.
