🎉 FPF’s Annual Privacy Papers for Policymakers (PPPM) Award is now open for submissions! This award recognizes the year’s leading research and analytical work relevant to policymakers.

The PPPM Award allows researchers to inject ideas into the current privacy, AI governance, and new focus this year – the youth online and well-being debate. Know of an outstanding published academic paper? Be sure to submit your nomination by October 16, 2026.

We're also accepting student paper submissions for students in undergraduate, graduate, and professional programs. Student papers must follow the same guidelines as the general award and are due by October 16, 2026.

🆕 At the inaugural Singapore Data Festival (SDF), the FPF APAC team was involved in key engagements bringing together stakeholders from industry, government, academia, and the legal sector around agentic and physical AI, smart wearable devices, and biometric data.

FPF Deputy Director for APAC Dominic Paulger, FPF Policy Manager for India Bilal Mohamed and FPF interns Lauren Koek and Valentina Curatella put together the key insights and cross-cutting themes from the week:

: A recent FPF survey finds that privacy concerns remain one of the biggest barriers to AgeTech adoption among older adults and caregivers.

The nationally representative survey, designed in partnership with the University of Arizona, Eller College of Management, with support from the Alfred P. Sloan Foundation, found:

🔹 More than half of older adults are unsure whether AgeTech products protect their privacy
🔹 Caregivers are consistently more supportive of AgeTech than older adults
🔹 Privacy trust is the strongest driver of adoption
🔹 Familiarity with technology predicts willingness to use AgeTech more than income, gender, or education

As hashtag continues to grow, increasing transparency and building trust will be critical to helping older adults confidently adopt technologies that support independent living.

Tomorrow, the House Energy & Commerce Committee’s Subcommittee on Commerce, Manufacturing, and Trade will convene a hearing on the Securing and Establishing Consumer Uniform Rights and Enforcement over Data (SECURE Data Act), a proposed federal comprehensive privacy law.

FPF Senior Counsel Jordan Francis, FPF Policy Counsel Daniel Hales and FPF Senior Director Tatiana Rice recently put together comprehensive analysis on the new Republican lead bill which was released on April 22. They address how the SECURE Data Act mirrors the key terms, rights, obligations, and overall structure common to most state comprehensive privacy laws, drawing on the Washington Privacy Act (WPA) framework, though its specific provisions tend to follow the narrower iterations of that framework.

The blog post provides a detailed overview and how the bill:

• resembles narrow iterations of t𝘩𝘦 𝘞𝘗𝘈 𝘤𝘰𝘯𝘵𝘳𝘰𝘭𝘭𝘦𝘳/𝘱𝘳𝘰𝘤𝘦𝘴𝘴𝘰𝘳 𝘧𝘳𝘢𝘮𝘦𝘸𝘰𝘳𝘬 such as those in Kentucky, Iowa, Tennessee, Utah and more recently Alabama;

• adopts particular 𝘯𝘢𝘳𝘳𝘰𝘸 𝘢𝘱𝘱𝘳𝘰𝘢𝘤𝘩𝘦𝘴 used by only a handful of states, like the broad pseudonymous data exception for consumer opt-out rights in Tennessee, Iowa, Florida, and Alabama, or the absence of data protection impact assessments like in Iowa, Utah, and Alabama;

• includes elements beyond 𝘵𝘺𝘱𝘪𝘤𝘢𝘭 𝘴𝘵𝘢𝘵𝘦 𝘱𝘳𝘪𝘷𝘢𝘤𝘺 𝘧𝘳𝘢𝘮𝘦𝘸𝘰𝘳𝘬𝘴 such as a federal data broker registry, the classification of teens’ data (ages 13 to 16) as sensitive data requiring parental consent, recognition of Global CBPRs as approved codes of conduct, and more; and

• could override state comprehensive privacy laws, sectoral laws, and data broker laws due to its scope and 𝘣𝘳𝘰𝘢𝘥 𝘱𝘳𝘦𝘦𝘮𝘱𝘵𝘪𝘰𝘯 𝘭𝘢𝘯𝘨𝘶𝘢𝘨𝘦.
