Matthew brings extensive experience in privacy policy, data protection, and AI governance to FPF. He will oversee our U.S. policy work, including legislative and regulatory engagement, research, and initiatives addressing emerging privacy, AI, and technology challenges.

We are excited to have Matthew join our leadership team at a critical time for data governance, as Congress, federal agencies, and states increase their focus on artificial intelligence, childrenโ€™s privacy, data security, and comprehensive federal privacy legislation.

We had a full house for the final DC Privacy Executives Network (PEN) meeting of 2025! Our local hashtag leaders discussed critical issues, including: how executives consider and communicate new state law developments internally, federal administrative developments, such as FTC Commissioner Holyoakโ€™s recent departure and the FTCโ€™s settlement with Illuminate, and the growing tension between US state and federal policy in 2026. Thank you to Covington & Burling LLP for co-hosting and to Andrew Smith and Jayne Ponder for joining the discussion.

Understanding the New Wave of Chatbot Legislation: California SB 243 and Beyond - Future of Privacy Forum 11/17/2025

2025 has been the year of chatbot legislation as state policymakers have proposed at least seven bills specifically aimed at regulating this form of artificial intelligence technology.

Throughout the four chatbot-specific bills that were enacted and the three others that advanced through at least one legislative chamber, two key regulatory themes emerged:

โฉ Identity disclosure through user notification: requirements for chatbot operators or suppliers to notify users that the chatbot they are interacting with is not human.

โฉ The establishment of safety protocols: requirements for chatbot operators to implement safety protocols, primarily focusing on identifying and responding to risks of suicidal ideation and self-harm.
