We are excited to share our latest blog post by Volume 41 Junior Staffer Angelica Warsaw: “Drug Decriminalization: Portugal’s Compliance with the Single Convention on Narcotic Drugs.”
Portugal’s decriminalization of personal drug use under Law 30/2000 demonstrates that a public health–focused approach can coexist with international legal obligations under the United Nations Single Convention on Narcotic Drugs. Rather than criminalizing users, Portugal shifted to administrative penalties and rehabilitation, emphasizing proportionality, treatment, and harm reduction.
This analysis shows that the Convention’s ambiguity—particularly regarding personal possession—allows flexibility for states to prioritize health-based responses while remaining compliant. Ultimately, Portugal’s model highlights how drug policy can balance international law with human rights and effective public health outcomes.

Join AUILR in supporting the Calvary Women’s Center this Women’s History Month!
Calvary is a DC-based non-profit organization dedicated to ending women’s homelessness. The organization provides housing services, trauma-informed healthcare, and educational support for women, in addition to operating a job placement program to help women achieve their goals.
The AUILR will be collecting art supplies for Calvary’s Life Skills Enrichment and Arts Program through March 31st. Please consider donating paint, markers, paper, and other art materials in the bin outside of the ILR office (CT08).
