What’s at Stake in Federal AI Policy?

In Part II of her analysis, HSToday Executive Editor and CEO of GTSC, Kristina Tanasichuk, breaks down a critical shift in federal acquisition policy, and what it means for the future of AI innovation.

For decades, the government benefited from a model that encouraged private-sector innovation by allowing companies to retain intellectual property. Now, proposed changes—like the GSA AI clause—are reshaping that balance, expanding government claims over outputs and limiting the incentives that have historically driven technological advancement.'

So who stands to gain? Large integrators and firms built for compliance-heavy, government-controlled environments may emerge as the winners—while broader innovation ecosystems face new constraints.

The dispute between the General Services Administration and Anthropic has been described as a disagreement over contract terms.

In Part I of her latest analysis, HSToday Executive Editor and Founder and CEO of the Government Technology and Services Coalition, Kristina Tanasichuk examines the growing tensions between GSA and Anthropic—and why this is far more than a routine contract dispute.

At stake is a fundamental question shaping the future of AI in government: who controls the outputs, behavior, and long-term value of these systems?

As the federal government moves toward a sovereignty-first model for AI procurement, and industry leaders push to preserve continuous learning and innovation, a deeper structural divide is emerging.

This is not just about terms and conditions—it’s about two competing visions for how AI will be developed, deployed, and governed in the federal space.
