Is there anyone on here that truly understands California Ed code for preschool children ages 3-5?

I provide support for parents with students on IEP/504 plansI am not a lawyer. Free consultation.
Sending a child home without a suspension is considered an informal removal and a loss of educational time that must be made up. #559
As a parent it is your right to know who is providing your child’s Specialized Academic Instruction or related services and where these services are located. #559
Pro tip: Service minutes are legally listed on the services page in your students’ IEP…. That is the amount of minutes that your child should receive specialized academic instruction from a special education teacher. For example, schools are listing push in/pull out as in a general education setting, classifying pull out as a general Ed setting if a general education program is in the same room such as a “learning center” IF a Special Education Teacher is providing SAI, its SAI in a separate setting. The truth matters.

Dysregulation isn’t defiance.
It’s a nervous system in overload.
Punishment may stop behavior in the moment, but it doesn’t teach regulation, coping, or problem-solving. Support does. Skills do.
Accountability still matters — and it looks like teaching, repairing, and guiding, not punishing someone for struggling.

An accommodation gives your child access to the same curriculum as their peers (like extended time, breaks, preferential seating, or assistive tech).
A modification changes the curriculum or expectations (like reducing assignments or altering the standard).
Both can be appropriate but they lead to different outcomes. I love to help parents understand exactly what the school is proposing and how it impacts progress, grades, and long-term goals.

Receiving your child’s assessment reports before the IEP meeting isn’t a favor. It’s required so you can be a fully informed participant in the process.
And any time the district tells you “no”, remember the 3 magic words: “Prior Written Notice.”
You have rights. You have power. You’re not alone.
