The agency receives funding from parent fees, The Department of Social and Health Services, the US Department of Agriculture, Educational Opportunities for Children and Families (EOCF), and board fundraising. The Preschool Program opened June 15, 1969 as a result of a “Crisis in America” study at the East Vancouver United Methodist Church. A Health and Welfare Planning Council study showed a need for childcare for low-income families. The church (now Vancouver Heights United Methodist Church) continues its support for the organization. Learning Avenues is open from 6:00 am to 6:00 pm, Monday through Friday. Service is provided for Preschoolers, and School Age children. The Preschool Program (ages 2.5-5 years), which also includes ECEAP (Early Childhood Education and Assistance Program) and Head Start classes, is located at 5701 MacArthur Blvd. The School Age Program (ages 5 – 12 years) serves the following elementary schools: Harney, King, and Marshall.
