The Ohio Coalition for Equity and Adequacy of School Funding The Ohio Coalition for Equity and Adequacy of School Funding was organized in 1990 to challenge the constitutionality of the Ohio school funding system.

The Coalition is a council of governments organized pursuant to Chapter167 of the Ohio Revised code to seek, by all legal means including litigation, equity and adequacy of school funding. The mission of The Ohio Coalition for Equity and Adequacy of School Funding includes advocacy for ensuring that the state of Ohio meets its obligation to secure a thorough and efficient system of common schools as required by the Ohio constitution. The Ohio Supreme Court ruled the school funding system unconstitutional in 1997, 2000, 2001 and 2002. In 2020 the Coalition readily agreed to coordinate the effort to challenge the constitutionality of the EdChoice voucher program. The Coalition is governed by a Steering Committee of school district representatives: Dr. T. Richard Murray (chairman), Vaughn Bell, Linda Blum, Eric Brown, Steve Dyer, Dan Heintz, Cathy Johnson, Eric Resnick, Bob Smith, Tom Perkins, Andy Wilson, Charlie Wilson, Donna Wilson and Rick Vilardo (ex-officio). Steering Committee members serve without stipend or expense reimbursement from the Coalition.

HB671—the Jamie Callender Bill to defund the Coalition/Vouchers Hurt Ohio (VHO) litigation effort challenging the constitutionality of the EdChoice Voucher scheme—has been met with robust opposition—but may move forward regardless. However, school district leaders need not be concerned. If the Governor signs such a bill, the Coalition/VHO attorneys will file an injunction a split second before the ink from the Governor’s pen will dry.

We educate students with disabilities, students who are homeless, students learning English, students who arrive mid-year, and students who need specialized support.
