UPDATE at noon on Sunday, Dec. 17: The shelter-in-place has now been lifted.
All roadways are open, and there is no longer a need to shelter in place.
Multiple agencies have been conducting air monitoring, and all readings in the affected areas and throughout the city are normal.
We will continue to monitor the situation closely.

UPDATE at 10:32 a.m. on Sunday, Dec. 17
Out of an abundance of caution, the shelter-in-place remains in effect for the area south of FM-519 to the Texas City Y (shown on map), due to an incident in progress at Marathon GBR.
We are continuing to closely monitor the situation. There are no residential areas affected, and no air monitoring readings that indicate danger to life or health.
The roads affected are:
- Loop 197 @ 146 (197 is blocked)
- 519 @ 146 (519 is blocked)
- 4th Ave S @ Loop 197 (Loop 197 is blocked)
