Over the past several months, Pennsylvania homeschool families have faced mounting pressure from school districts to provide private medical information. Our Pennsylvania Governor has directed the Pennsylvania Department of Health (PDH) to require families to turn over sensitive personal health data to their local school districts through the PA Dept of Education. This data collected has now been used to create and publicize a public registry of vaccination rates by school district. Media outlets have already used this data, highlighting Christian schools and communities with higher concentrations of people holding Christian beliefs as having the lowest vaccination rates. The data of homeschoolers is included in district stats. What other pressure or consequences districts with high non-vaccination rates or compliance rates will face is not yet known. What trickle down impact that will have on homeschoolers is also unknown.

At the heart of this issue is a fundamental question of parental rights: 𝙏𝙤 𝙬𝙝𝙤𝙢 𝙙𝙤 𝙩𝙝𝙚 𝙘𝙝𝙞𝙡𝙙𝙧𝙚𝙣 𝙞𝙣 𝙩𝙝𝙚 𝘾𝙤𝙢𝙢𝙤𝙣𝙬𝙚𝙖𝙡𝙩𝙝 𝙤𝙛 𝙋𝙚𝙣𝙣𝙨𝙮𝙡𝙫𝙖𝙣𝙞𝙖 𝙗𝙚𝙡𝙤𝙣𝙜? Through their actions, the Governor and many state legislators appear to treat children as wards of the state—suggesting that decisions about their health and safety should be made by bureaucrats rather than by the parents who know and love them best.

I would argue instead that every child is made in the image of God, and therefore belongs to Him (Jeremiah 18:6). God gifts children to parents through the miracle of birth (Psalm 127:3) and commands parents to raise them faithfully (Ephesians 6:4). Families, not the state, bear the primary responsibility for decisions about the children entrusted to them. Some parents may choose to follow the recommended vaccination schedule in totality. Others may opt for a modified schedule. Still others may decline vaccination altogether. Each of these choices are acceptable when made prayerfully and according to God’s leading.

In the midst of this pressure, do not let the governor, the legislature, or the media distract you from what is truly at stake: Who do your children belong to—the state, or God, with you as His steward?

Homeschooling is a wonderful way to educate your children. However, when your bring your children home, you are assuming a lot of responsibilities that the public school may have provided. One such responsibility is that you are in charge of holding on to your child’s diploma, creating a transcript, and signing it. You become the teacher, the principal, the transcript department, college advisor if that is your child’s path, etc. Every year, you hire someone to do an evaluation to fulfill a requirement per the PA home education law. You should read the law to understand the role you are assuming and also that of an evaluator. The evaluator is not assuming responsibility for your homeschool, nor is that person the records department. They are simply providing the letter to you confirming that they determined that an appropriate education with progress has occurred so you can provide that confirmation to the district. It is part of your obligation as a homeschool supervisor. For graduating seniors, the law change in 2014 allows 12th grade evaluators to sign the Pennsylvania home education diploma. Whomever listed their name on the affidavit as supervisor is in charge of making sure the law is fulfilled. The role you are assuming is that of the teacher (and yes you can hire a teacher, co-op teacher, or other person to teach, but it is still your responsibility to make sure the appropriate education is occurring). You are responsible for the curriculum. You must hold on to graduation records. There is no transcript office outside of your home. There is nobody keeping records outside of your home. Everything falls on you. It is a wonderful way to educate the kids and I think most people know this information. But I also think that some people get into this and don’t know what their responsibilities are or maybe don’t take that part seriously. So I am sending this message out as an educational piece for those who want to homeschool or as a reminder for those who currently homeschool and may need a reminder. An evaluator friend asked me to repost this: “If you are a member of HSLDA and you received a letter from the Scranton School District denying your "request" to homeschool and/or requiring proof of residency, etc., please send a copy of the letter to [email protected] as soon as you can. Thank you!”

Remember to look up the law and know it inside and out. Do not give more to the districts. That creates such a problem for families who do. It’s never a solution. Be on time with your paperwork. And if you need an affidavit or unsworn declaration plus the objectives, reach out.

Many parents recognise the arguments about screens.

What we often don’t see is how they begin.

Screen dependence rarely develops overnight. It usually starts with a child discovering that a screen helps them feel calmer, less anxious, less bored or more in control. Over time, the brain learns to rely on that feeling.

When we understand why screens have become so important, we can support children in ways that build connection and regulation, rather than simply taking the device away.
