In the U.S., 14% of the adult population is “below basic” and unable to perform functional reading tasks, and another 29% are “at basic” but below proficient (National Adult Literacy Survey, 2003). These two groups do not read with the fluency, accuracy, or comprehension necessary to decipher newspapers, health guidelines, schedules or manuals.

Reading is not something we do naturally. That means that for most students, reading and writing must be explicitly taught.
