The World Human Resources, Education and Skills Development Organization is an international organization created in May, 2013 by the Accra conference attended by group of experts in Human Resources, Education, Expertise and Skills Development
with the aim of providing and enhancing an educational, scientific and cultural framework to create, develop and promote technical and professional talents, skills, knowledge, expertise and levels of educational qualification needed in the various sectors of the world economy, and the technological and structural changes expected to harness, tap and foster mankind human resources.

The World Human Resources, Education and Skills Development Organization offers Diplomas and Certificates based on knowledge and experience acquired. This means, the sum of academic and practical studies, or personal experience and achievements acquired leading to professional maturity and skills associated to the practice of a profession to the performance of the corresponding duties. This also implies the Recognition of university and colleges’ certificates, diplomas, degrees or other academic qualifications around the world with a view to the practice of a profession and the recognition of the holder's technical capacity, and confers on him the rights and obligations of holders as enshrined in their credentials. The certificates are awarded after having successfully pursued a prescribed course of study and having passed the requisite Certificate examinations set by World Council on the Evaluation of Higher Education Qualifications and Certificate as well as Technical and Vocational (Professional) Education Qualifications

The World Human Resources, Education and Skills Development Organization’ certificates, diplomas, degrees are awarded in accordance with the standard requirements of the United Nations Educational Scientific and Cultural Organization (UNESCO) Universal Conventions on Technical and Vocational Education; Paris, 1989 applicable globally on the continents of Africa, America, Europe, Asia and Oceania, and the International Labour Organization Recommendation concerning Human Resources Development: Education, Training and Lifelong Learning; Geneva, 2004, 92nd ILO session (No. 195).

The World Human Resources, Education and Skills Development Organization work for the recognition of studies, certificates, diplomas, degrees and other academic qualifications in higher education, which would ensure the greater mobility of persons engaged in an occupation throughout the world as the conditions necessary for accelerating the development of the world, which implies that increasing numbers of scientists, technologists, technicians and specialists will be trained and their services fully utilized.


The World Human Resources, Education and Skills Development Organization promote the widest and most effective use of human resources so as to contribute to the acceleration of the development of the countries around the globe.

The World Human Resources, Education and Skills Development Organization work for the recognition, evaluation and equivalence of the studies, certificates, diplomas, degrees and other academic qualifications of every person around the world, and encourage exchanges and the greatest possible -freedom of movement of teachers, students and researchers in the World.

The Organization adopts evaluation criteria in order to facilitate, the evaluation and the application of a system which will ensure the comparability of credits, subjects and curricular, standard and duration of study of certificates, diplomas, degrees and other qualifications of higher education around the globe. It engages a wide and global exchange of information and documentation pertaining to studies, certificates, diplomas, degrees and other qualifications in higher education.


The World Human Resources, Education and Skills Development Organization promotes the development of methods and machinery for collecting, processing, classifying and disseminating all the necessary information pertaining to the recognition, evaluation and equivalence of studies, certificates, diplomas, degrees and other qualifications in higher education, taking into account existing methods and machinery as well as information collected by the United Nations Educational, Scientific and Cultural Organization.

It also seeks to implement the provisions of the Convention (No. 142) and Recommendation (No. 150) concerning Vocational Guidance and Vocational Training in the Development of Human Resources, adopted by the International Labour Conference at its sixtieth session in 1975 and the fact that technical and vocational education meets the global aim of developing skills, talents and expertise in both individuals and societies at large

The World Human Resources, Education and Skills Development Organization will ensure optimum use of potential so as to encourage the advance of knowledge and continually improve the quality of higher education as a prerequisite for accelerating the development of the world human resources skills and expertise which demands the training and full employment of increasing numbers of scientists, technicians and specialists on earth.
