Across all states, financial education standards stop at what students know.

We’re changing that.

The NFEC has released the Applied Financial Capability Standards℠ for qualified public review - the first national framework that requires high school students and transition-age youth to demonstrate real financial capability.

Students must produce actual plans, complete real tasks, build usable systems, and show they can manage near-term financial decisions - not just answer questions about them.

61 standards.

1,400+ Enabling Learning Outcomes.

Built around real student performance.

We’re seeking 20–30 qualified reviewers (educators, researchers, financial professionals, youth-serving organizations, and policymakers) with relevant experience to evaluate the standards and help strengthen the final framework.

Contributors whose ideas are incorporated will be formally recognized in the published standards.

For years, most state financial education mandates have lacked clear outcomes, strong standards, and real accountability.

States have passed laws requiring financial education without ensuring those requirements meet the minimum academic standards applied to other subjects.

The NFEC became the first organization to establish a minimum academic framework for financial education mandates through the Make Financial Education a Core Subject campaign.

The campaign’s objectives are clear: align financial education with the recognized best practices used for core academic subjects by establishing minimum standards for program design, instructional rigor, educator qualifications, accountability, and student outcomes - ensuring every student graduates prepared to earn and manage money.

To provide a national baseline, NFEC conducted one of the most comprehensive policy analyses of state mandates, exposing weak requirements, limited instructional time, lack of qualified teachers, and poor accountability systems across the country.

Real progress requires more than simply requiring courses. It requires strong standards and measurable student outcomes. That’s why financial education must become a core subject.
