The Institute addresses real-world problems and the needs of the community served by St. Petersburg College in a strategic and technologically savvy way. The Institute also prepares its students for careers in a global marketplace and builds on SPC's reputation as a source of innovation, academic excellence and community involvement. The government Institute was founded in 2011 through the vision

of the late Congressman C.W. In recognition of his leadership in Congress and the Florida Legislature and his commitment to educational and economic development initiatives, the Florida Legislature in 2007 and 2008 appropriated a one-time $7.5 million endowment to establish the government institute at St. Petersburg College. It was envisioned as a way to offer a broad array of research, training, educational and policy analysis to support activities at the local, state, regional and national levels of government.

Students of the are developing professional skills at our Student-Led Policy Conference. An initiative designed by students, for students!

This year's 2026 conference was centered on the impacts of Artificial Intelligence (AI). Students and Faculty from across the Florida College System traveled to the Tampa Bay area to engage in speaker breakout sessions, network with peers, and research policy solutions to address the emerging developments of AI!

For the past few weeks, Sam Jenkins, MBA, has been serving the Institute for Strategic Policy Solutions (ISPS) as its Interim Executive Director. It's a privilege to have Sam's leadership to elevate the mission of ISPS!

"I’m honored to serve as Interim Executive Director for the Institute for Strategic Policy Solutions (ISPS). Since joining the Institute in 2021, I’ve had the opportunity to enhance student experiences, educate the community on public policy and engage the next generation of leaders. I am grateful for the opportunity and look forward to continuing the important work of ISPS.

I’m thankful for the support of our outstanding team, our Board of Directors, and St. Petersburg College leadership. I also want to express my sincere appreciation to Kimberly G. Jackson, Esq., for her leadership and mentorship over the past five years. Her vision has transformed the Institute and carried forward Congressman C.W. Bill Young’s vision.

I’m committed to building on that strong foundation by supporting our team and delivering meaningful opportunities for our students, including our Student-Led Policy Conference this summer. I’m excited to continue advancing our mission."

This past Sunday, ISPS fellows and staff supported the Florida Veterans Coalition's flag placement commemoration at Bay Pines Cemetery.

There are moments when we, as a nation, pause and take a moment of silence. Memorial Day is one of those moments.

The FinTech Industry Roundtable Collaborative Engagement session brought together business leaders, non-profits, and college institutions to address bridging the workforce gap on the intersections of finance and technology.

Hosted by St. Petersburg College's very own Dean of Workforce Development, Belinthia Berry, this informative session challenged participants to identify workforce needs and skills gaps that are critical to address in the next 12 - 24 months.

The Institute for Strategic Policy Solutions (ISPS) formally announces the resignation of Kimberly G. Jackson, Esq., as Executive Director of ISPS. With thoughtful reflection, Kimberly has decided to turn the page and embark on a new adventure in her professional career. Our team and leadership will miss her dearly, but we wish her good fortune as she enters this exciting chapter.

Since 2019, Kimberly’s leadership and commitment to civic literacy, service, and integrity have strengthened the mission of ISPS, emphasizing the Institute’s commitment to statewide engagement, honoring the legacy of Congressman C.W. Bill Young, and providing exceptional opportunities to rising student leaders.

Before transitioning into the role of Executive Director, Kimberly supported St. Petersburg College (SPC) in various roles, including Adjunct Political Science Professor, Chair of the Political Science Department, and lead faculty for the award-winning SPC Model United Nations team. As Executive Director of ISPS and through her other roles at SPC, Kimberly has a combined tenure of more than 14 years of service.

During this transition, ISPS Associate Director, Sam Jenkins, will serve as Interim Executive Director. A search for the Institute’s next leader will begin soon.

Thank you, Kimberly, for the years of outstanding service and leadership you provided for the benefit of students, communities, and organizations that make the beautiful state of Florida a great place to live, work, and thrive.

It was an action packed week of supporting our coastal communities through civic enagagement and shoreline preservation! 🤝 🏖️

April 22nd, 2026: ISPS, Keep Pinellas Beautiful, and Tampa Bay Watch, celebrated with families, individuals, and team members representing their organizations at the USCGC Blackthorn Memorial to keep our beaches clean!

Over 84 volunteers collected 846 pounds of trash! Thank you, RBC Wealth Management, for sponsoring this event for the fourth year in a row!

April 23rd, 2026: In partnership with the Pinellas Beaches Chamber, Tampa Bay Beach Mayors representing Treasure Island, Gulfport, Indian Rocks Beach, Madeira Beach, and Redington Beach, discussed emerging developments and updates pertaining to their respective coastal communities.

Topics such as taxes, permitting, tourism, and hurricane preparedness were shared in with engaged citizens and media outlets.

As the day comes to a close, we want to thank our incredible volunteers for celebrating with Keep Pinellas Beautiful, Tampa Bay Watch, and the SPC Institute for Strategic Policy Solutions!

Families, citizens, and employees representing their organizations came out to join us at the USCGC Blackthorn Memorial at the Sunshine Skyway rest stop to clean up the coast and maintain the mangroves!
