SB 5052 ended the unregulated Collective Garden model and required current cannabis businesses to merge into the I502 regulated system. These businesses were not given priority for licensure and many went underground to continue to serve their clientele. SB 5052 required patients to register with the Department of Health and imposed a 37% sin tax on all sales. It created sales and possession limits and limited home grows to people registered in the database.
The result is that the medical cannabis program in WA serves few registrants.
