Randall successfully sued the US Government after being arrested for growing cannabis to treat his glaucoma. The case established the legal foundation for the Compassionate Investigational New Drug (IND) program, which accepted only 13 patients who received a monthly tin of low-potency joints grown and dispensed by the US Government.
