Pursuant with Marywood University’s Mission Statement in empowering people through education, respect, and valuing service, the Master of Public Administration (MPA) program at Marywood University is delighted to offer its Executive MPA, a path specifically designed for career professionals in the public, nonprofit and private sectors who are seeking graduate education and a degree in public policy and administration without taking a time-off from their careers. The EMPA brings together Marywood University’s expertise in professional studies with individuals and groups to address challenging administrative issues in the public, nonprofit and private sectors. The degree is developed for working professionals with at least 5 years of post-bachelor’s degree experience to provide students with rigorous interdisciplinary training in management and administrative science.

Students attend online PADM classes designed to fit the demanding professional lives while deploying their newly learned skills and knowledge in their work. Engagement with practitioners in class is embedded into the curriculum that allows for practical application of skills alongside theoretical applications. Students can complete the 18 credit hours (6 courses) required by the program in two semesters (one-year) and earn the Master of Public Administration from Marywood University. Classes are run for 8 weeks per semester; they are completely online and asynchronous (no specific date/ time for meeting).

Meet our Alumni
DAVID M. BULZONI
David Bulzoni has devoted most of his career supporting local governments, both as a government official and in a professional capacity within the financial services industry (as a municipal debt specialist). His financial services experience includes thirty years in banking, twenty of which was in government banking and five years as a treasury services professional.

He continues his career working with local government as a financial services project manager with the Harrisburg-based engineering firm Herbert, Rowland, and Grubic, Inc. (HRG). Continuing to broaden his horizons, Mr. Bulzoni is now assisting municipalities and municipal authorities by performing user rate studies and analysis, assessing the financial impact of capital improvement projects, identifying funding sources, and constructing client funding strategies.

Mr. Bulzoni previously served as the Business Administrator for the City of Scranton for six years, during which he was responsible for the management of the sixth largest city in the Commonwealth of Pennsylvania. He applied his knowledge of local government to the construction and application of a $100 million annual operating budget and the ex*****on of numerous projects supporting the revitalization of a city with acute financial challenges. Those projects include participation in $50 million parking and $195 million sewer asset monetization initiatives, a $40 million union award settlement, comprehensive debt refunding and defeasement, and $4 million street lighting and $3 million roadway improvement projects.

Mr. Bulzoni is a graduate of Bloomsburg University with a BA in Geography and Urban and Regional Planning. He also holds a Master’s Degree in Public Administration from Marywood University. His certifications include a Municipal Management Certification from Lebanon Valley College and the Commonwealth of Pennsylvania Department of Economic and Community Development School of Municipal Government. Mr. Bulzoni holds his Series 7 and 63 securities licenses.

Mr. Bulzoni previously served in an elected capacity as Newton Township Supervisor and was a Treasurer and founding member of the Abington Heights Educational Improvement Organization. He is also active in the Pennsylvania Government Finance Officers Association, Pennsylvania Municipal Authorities Association, and the Pennsylvania Association of Public Employees Retirement Systems.

When not involved in local government initiatives, Mr. Bulzoni practices the Chinese martial art of Tai Chi, which he has done for the past fifteen years. To the perennial amusement of his two sons, he also continues to labor at improving his bass guitar playing. Mr. Bulzoni currently lives in Newton Township, Lackawanna County, with his wife Robin and their two dogs and two cats.

Jaime Bloxham

Jaime Bloxham, MPA, received her Master’s degree in Public Administration (MPA) from Marywood University and Bachelor of Science degree in Psychology from Keystone College. Currently, Jaime is the Program Manager, Sisters Leadership Development Initiative (SLDI) & Service Learning at the African Sisters Education Collaborative (ASEC). ASEC is an international nonprofit located on Marywood’s campus that provides educational opportunities for Catholic Sisters in Africa. Her background includes extensive experience working in the nonprofit sector for over 10 years. She is passionate about being a positive role model for her two daughters and working with the Sisters in Africa. She also received Honorable Mention for Marywood University’s 2019 Walton Medal for Excellence in Public Administration.

Meet Our Alumnus: Heather Messina

Heather graduated from the MPA Program in 2011. She is a senior contract and grant specialist at Lehigh University's College of Health where she is responsible for activities related to the life cycle of sponsored program administration, such as identifying sources of funding, proposal preparation and contract management, as well as providing financial support to faculty, staff, and students. Heather states the following on her experience at Marywood University: "I warmly remember my years as an undergraduate (UG '08) and graduate student (G '11) at Marywood University. The influence of lifelong learning and curiosity began early as a student educated by the Sisters of IHM at St. Rose Elementary School and Sacred Heart High School in Carbondale, PA (2004). My previous degrees from Marywood have opened the door to a solid career path for me in research administration, and I am hopeful that obtaining this advanced degree will allow me to take my career to the next level as an administrator in higher education."
