Call to Action from Illinois PTA!

Will you be your child's champion?

On August 1, 2017, Governor Rauner vetoed part of Senate Bill 1 (SB1), a bill that would have corrected Illinois' inequitable school funding formula and ensured that our schools have the necessary funds to open at the scheduled school start date.

This is a reminder to ask you to contact your legislators now and urge them to override the Governor's veto. The situation has become urgent: llinois has missed its first school aid payment.

The Senate has called this for vote on Sunday, August 13th. It is anticipated that the House will vote later in the week.

What does the veto do? The governor's veto:
- places school funding at risk;
- removes the minimum funding requirement for school districts;
- eliminates the inflation indexing of formula values in the bill, meaning that districts will effectively see funding cuts over time as inflation reduces the value of that funding;
- ends the district hold harmless provisions in the 2020-2021 school year which provides that no school district will receive a reduction in the funds it currently receives;
- removes the requirement that all school districts are treated in the same manner concerning current (but not legacy) pension costs; and
- eliminates the CPS block grant used to pay for special education, English language learners, and other "categorical" spending.

We have seen the damage done to our community colleges, our universities, and our social services over the past two years as we went without a state budget. Let's not cut off funding from our schools by playing students from one zip code against another to score political points. The governor has called SB1 a "bailout" for Chicago Public Schools. It is not: 268 school districts, over 30%, will receive more funds per student than CPS. Downstate students make up about 34% of all Illinois students, and about 34% of the SB1 funding goes to downstate districts. CPS accounts for 19% of Illinois students, one-third of our low-income students, and receives about 20% of the SB1 funding. For additional information, visit onevoiceillinois.com or view this chart from Fix the Formula coalition of which the Illinois PTA is a member.

Let's put SB1 into law. This link will take you to a prewritten letter that you can edit or send as is to your legislators. It takes only a couple of minutes.

Every child deserves a champion. Speak up for your child and every child in Illinois to ensure that we fix our funding formula and keep our schools open.
