Juan's commitment to making the most of a second chance reflects the spirit of the Joe Howell Legacy Scholarship, created to honor longtime trustee Joe Howell and his 25 years of service supporting local students.

SBCEO recently honored 13 educators from schools across Santa Barbara County for their completion of the Reading and Literacy Added Authorization (RLAA) program - an advanced credential that equips educators with specialized skills to strengthen reading instruction and support student success.

Led by SBCEO and funded through a state grant, the initiative is creating a growing network of literacy leaders in local schools.

This work is part of our ongoing commitment to research-based professional learning and closing achievement gaps through high-quality instruction.
