The Federal Energy Regulatory Commission (FERC) is seeking public comments ( https://elibrary.ferc.gov/eLibrary/filelist?accession_number=20260706-3032&optimized=false&sid=92ee282d-bdcb-4581-b96a-0f0d5a946d03 ) on Transwestern Pipeline Company, LLC’s planned Desert Southwest Expansion Project, Docket No. PF26-9-000, in Texas, New Mexico, and Arizona. The mainline portion of the Project originates in Winkler County, Texas, through New Mexico, to Pinal County, Arizona. Supply and delivery laterals are proposed to be constructed along the mainline in Texas, New Mexico, and Arizona, with additional laterals to be constructed in Maricopa County, Arizona on Transwestern’s existing Phoenix Lateral.

Attend a Scoping Session
FERC will hold six in-person scoping sessions where attendees may provide verbal comments for the official record. Scoping sessions do not include a formal project presentation.
The scoping sessions are identical in format; you are welcome to attend one or all.

What to Comment On
FERC environmental documents consider public feedback on potential environmental impacts that could occur as a result of the construction and operation of the planned project, which may include geology and soils, water resources and wetlands, vegetation and wildlife, threatened and endangered species, cultural resources, socioeconomics, land use, air quality and noise, and reliability and safety. You may also comment on reasonable alternatives to lessen or avoid impacts.
Commission staff have already identified several issues that deserve attention based on a preliminary review of the planned facilities and the environmental information provided by Transwestern. This preliminary list of issues may change based on your comments and FERC’s analysis:
- water use by the Project and effects on aquifers
- safety and emergency response
- light pollution
- end uses for the natural gas
- potential effects on:
*wilderness areas, the Muleshoe Ranch Cooperative Management Area, the San Pedro River Valley, and other sensitive areas
*threatened and endangered species and migratory birds
*cultural resources
