Baltimore County Public Schools serves families from 122 countries who speak 114 home languages. Today, 99% of those families can be reached by text, and they can text back.

Our research across all 174 schools found attendance rose from 93.7% to 94.8%, and chronic absenteeism dropped from 20.8% to 16.0%. The district didn’t set out to change attendance. It set out to build stronger relationships with families, and the results followed.

A benchmark can tell us a lot about where a student is with reading or math. A family can tell us the rest: that their child listens to audiobooks for hours, lights up over graphic novels, or can't stop counting everything at the grocery store.

"I think about it like quicksand. The deeper the hole gets, the harder it becomes to get out." That's how Shane McKay, Assistant Superintendent at East Central ISD, describes what happens when students fall behind on attendance.

His district took a different approach: instead of more one-way notifications, they built two-way conversations with families, in the languages they speak. The result wasn't just a better attendance number. It was students staying connected to their classmates, their routines, and their sense of belonging.
