San Diego Community College District Continuing Education's Educational Cultural Complex (ECC) also offers classes leading to associate degrees and certificates.

The mission of the San Diego Community College District is to provide accessible, high-quality learning experiences to meet the educational needs of the San Diego community. The San Diego Community College District serves approximately 100,000 students each semester through three two-year colleges and seven Continuing Education campuses. The three colleges, San Diego City College, San Diego Mesa College, and San Diego Miramar College, offer associate degrees and certificates in occupational programs that prepare students for entry-level jobs, and arts and sciences programs that transfer to four-year colleges and universities. The Continuing Education campuses offer adults the opportunity to renew their learning experiences through noncredit vocational, basic skills, life skills, and enrichment classes at sites throughout the city. A number of special programs are unique to the city, including KSDS-FM all-jazz radio, the Center for Competitive and Applied Technologies, and the Workplace Learning Resource Center. The San Diego Community College District is governed by its five-member, locally elected Board of Trustees and three student members serving on a rotating basis. Shared governance activities involve faculty, students and staff in the development of solutions to key policy and budget issues. The five trustees are elected in even-numbered years to four-year terms by the voters of San Diego. The Chancellor, the District's chief executive officer, is responsible for carrying out the policies approved by the Board of Trustees.

Dr. Senour is a longtime education leader and community advocate who has served on the San Diego Community College District Board of Trustees since 1990, including as Board President from 2015–2023 and currently as Vice President for Diversity, Equity, and Inclusion.

She was the first Latina elected to a city-wide school or college board office in San Diego and was recently recognized as “Trustee of the Year” by the California Association of Latino Community College Trustees and Administrators.

A former teacher, counselor, and San Diego State University professor, Dr. Senour has dedicated her career to advancing educational opportunity, multicultural leadership, and community dialogue while serving on numerous local, state, and national boards and organizations.

SDCCD Chancellor Gregory Smith welcomed employees to the Fall Chancellor's Forum on October 1 at the District Office. The discussion centered on results from last year's Campus Climate Survey and how employee and student feedback continues to help shape district priorities.

The forum also provided an opportunity for staff, classified professionals, and administrators to ask questions, share perspectives, and engage in important conversations about the future of SDCCD.

New District signs make clear that immigration enforcement is prohibited on campus

The San Diego Community College District is installing signs at entry points around its 10 campus locations indicating that immigration enforcement is prohibited. The 18-by-30-inch signs include the message: “This property is owned by the San Diego Community College District (SDCCD). This property may only be used for purposes that have been authorized by SDCCD and may not be used for immigration enforcement staging areas, processing locations, or any related operations.”

Over the next few weeks, 68 signs will be installed at San Diego City College, San Diego Mesa College, San Diego Miramar College, and the seven campuses of San Diego College of Continuing Education. Installation of the signs comes a few weeks after federal immigration officials pulled over and arrested City College student Renatho Casseus while he was driving to class. The arrest took place on 16th Street immediately in front of the college. He remains in custody. A second student, who was a passenger in Casseus’ vehicle, fled to the campus after briefly being chased by an ICE officer.

District officials say the signs have been in the works since the spring, but were accelerated after the September 8 incident.

“College campuses are a place of learning and no one should have to be fearful about coming to work or attending class,” said SDCCD Chancellor Gregory Smith. “These signs make it abundantly clear that immigration enforcement is prohibited on SDCCD property.”

California law restricts federal immigration enforcement officers from entering nonpublic areas of school campuses, questioning students, or accessing personal student and family data without a valid judicial warrant or court order. In addition, SDCCD policy prevents district employees from assisting federal immigration officials.

Smith said the signs are similar to those installed at Santa Barbara City College last December after ICE used its campus as a staging site for immigration enforcement.

The San Diego Community College District Board of Trustees has adopted a $2.2 billion budget that prioritizes student success and enrollment growth while maintaining strong reserves as a safeguard amid ongoing economic and political uncertainty.

The largest item in the budget is almost $770 million from Measure HH, a bond measure approved by voters in November 2024. Funds from the bond are dedicated to building new classrooms, job training facilities, and instructional laboratories; upgrading lecture halls; creating affordable student housing, improving student and veteran support infrastructure; and increasing the use of solar and renewable energy.

“This budget reflects multiple years of prudent financial management and strategic investment,” said SDCCD Chancellor Gregory Smith. “With strong multi-year enrollment and revenue growth, this budget increases instructional and student support services as we continue to expand educational opportunities for San Diego’s diverse communities.”

The budget includes almost $685 million in the district’s General Fund, which supports SDCCD’s core operations. The general fund’s ending reserve is projected to be more than $98 million as the result of cost controls and increased revenue.

The increased ending balance demonstrates the fiscal health of SDCCD, said Vice Chancellor of Finance and Business Services Daniel J. Troy.

“We are taking a cautious approach in putting together the district’s budget to ensure that reserves are available to protect against external threats such as federal or state budget cuts,” Troy said.

The budget includes a target of more than 40,000 full-time equivalent students for the district’s four colleges – San Diego City College, San Diego Mesa College, San Diego Miramar College, and the San Diego College of Continuing Education. SDCCD reached 40,000 full-time equivalent students in the 2025-26 academic year, the first time the district has reached that level since 2018.
